Book Ukraine review of Farm Restructuring Experiences

Download or read book Ukraine review of Farm Restructuring Experiences written by Zvi Lerman and published by World Bank Publications. This book was released on 2000-01-01 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Restructuring has produced a definite favorable impact on labor relations and workers behavior in the reorganized farms. Managers of reorganized farm enterprises give a much more positive assessment of the behavioral patterns of their workers than managers of non-reorganized farms." Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Ukraine is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique feature of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Farm surveys have been conducted by the World Bank in many countries of the CIS (Russia, Ukraine, Moldova, Armenia, Georgia, Turkmenistan, Belarus) and Central and Eastern Europe (Poland, Romania, Bulgaria, Hungary, Albania). Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendation much more credible and relevant. The new findings for Ukraine will similarly provide a platform for useful policy discussions with this country's government and supply the many international donors active on the local scene with essential information for the design of their strategic programs.

Book Governance Impact on Private Investment

Download or read book Governance Impact on Private Investment written by Nina Bubnova and published by World Bank Publications. This book was released on 2000 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the last decade, infrastructure finance and provision graduated from traditional means to more innovative ones, primarily initiated by private companies and supported through their equity and debt. Capital markets increasingly became the main funding source for infrastructure projects worldwide, including investments in developing and transition countries where infrastructure penetration still falls considerably short of needs. Infrastructure bonds served as the most popular method of oil, gas, electricity, telecommunications, and transport project financing in these countries throughout 1990-99, thereby substituting government funding. Using an innovative methodological approach, 'Governance Impact on Private Investment' provides a thorough examination of the effect that governance frameworks, both political and regulatory, have on investors' risk perceptions and on associated costs for infrastructure financing. It identifies those political and regulatory risks that most concern investors. It offers a unique comparative analysis of developed and emerging infrastructure bond markets. The analysis demonstrates how the factors that drive infrastructure finance in the two country groups differ, which helps to identify the policy implications of these factors.

Book Rural Development Strategy

Download or read book Rural Development Strategy written by Csaba Csáki and published by World Bank Publications. This book was released on 2000-01-01 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.

Book Natural Resource Management Strategy

Download or read book Natural Resource Management Strategy written by and published by World Bank Publications. This book was released on 2000-01-01 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Arable land, deserts, mountains, forests, rivers, and coastal zones characterize the diverse regions in Eastern Europe and Central Asia (ECA). As varied as the geography is so are the policy directions taken by the region's governments concerning natural resource management. A lack of conservation measures, misuse, and poor management have impaired many of the natural resources now available in these countries. Although the pressure on natural resources in ECA is less than in other regions and the area has more abundant resources, the accessibility and utility of those resources belie the figures. Where there is arable land, the growing season is short. Where there are immense forests, the climate is harsh. To assist the Bank's client countries in ECA with sustainable use of natural resources, this volume identifies the various challenges, provides a history of the Bank's regional natural resource strategy, outlines a strategic framework, and proposes new strategies and policy instruments to implement them. Natural resources in this publication refer to "non-mineral" resources, such as, forests, rivers, and land.
