Book excerpt: Crossing Borders examines how translocal, transnational, and internal borders of various kinds distribute uneven capabilities for moving, dwelling, and circulating. The contributors offer nuanced understandings of the politics of mobility across various kinds of borders and forms of cultural circulation, showing how people experience and practice crossing many different borders. Several chapters draw on interviews and ethnographic methods to analyze transnational migration, while others focus on material relations and cultural practices. Rather than the usual narrative of mobility as a kind of freedom, border crossing emerges here as an instrumental practice for building translocal livelihoods, a tactic for simply getting by, and a material practice potentially generating new forms of future sociality. Ultimately these diverse perspectives on crossing borders offer new ways to think about the mobility of political relations and the politics of mobile relations in a world of growing circulation across borders, but also flexible forms of (re)bordering. Book excerpt: Newport Passport Application Processing Centre serves the whole of Wales and south west England. It deals with 47,000 passport applications annually-around 10 per cent of the national total. The Identity and Passport Service (IPS) proposes to close the Passport Office at Newport, with a loss of over 300 jobs, although the Home Office announced that a customer service centre would be retained in Newport to service South Wales and the South West of England. The piecemeal nature of the announcements suggests the lack of a co-ordinated strategy regarding the future of the IPS in Wales. The Office's significance to Wales and its value to the Welsh economy have not been truly appreciated by the Government. No economic impact assessment of the proposal has been completed, and the criteria on which the decision was based should be re-examined. The Newport Passport Office is the second largest employer in the city centre. Its closure would have a significant economic impact on the city and would be a further blow for the Welsh economy. The Committee is not convinced that long-term savings will be made by reducing the size of the Office. The IPS should, on the contrary, provide a detailed appraisal of the costs and benefits of consolidation and expansion as opposed to a reduction of services. Without the retention of the office in Newport, the Government's duty to provide a Welsh-language service to users may not be properly discharged.

This book investigates uncertain citizenship from the unique vantage point of ‘citizenisation’: twenty-first-century integration and naturalisation measures that make and unmake citizens and migrants, while indefinitely holding many applicants for citizenship in what Fortier calls the ‘waiting room of citizenship’. Fortier’s distinctive theory of citizenisation foregrounds how the full achievement of citizenship is a promise that is always deferred: if migrants and citizens are continuously citizenised, so too are they migratised. Citizenisation and migratisation are intimately linked within the structures of racial governmentality that enables the citizenship of racially minoritised citizens to be questioned and that casts them as perpetual migrants. Drawing on multi-sited fieldwork with migrants applying for citizenship or settlement and with intermediaries of the state tasked with implementing citizenisation measures and policies, Fortier brings life to the waiting room of citizenship, giving rich empirical backing to her original theoretical claims. Scrutinising life in the waiting room enables Fortier to analyse how citizenship takes place, takes time and takes hold in ways that conform, exceed, and confound frames of reference laid out in both citizenisation policies and taken-for-granted understandings of ‘the citizen’ and ‘the migrant’. Uncertain Citizenship’s nuanced account of the social and institutional function of citizenisation and migratisation offers its readers a grasp of the array of racial inequalities that citizenisation produces and reproduces, while providing theoretical and empirical tools to address these inequalities.
