Book excerpt: Uganda, a landlocked nation in East Africa, was known during colonial times as the ?Pearl of Africa,? largely because of its pleasant climate and rich land. For most of the postindependence period, however, Uganda was one of the most brutal and violent nations in Africa. In 1986, a new government seized power, promising to restore internal stability and economic prosperity. Since then, Uganda has gradually become a model for other African states struggling to improve the lives of their citizens.In this broad survey, Thomas P. Ofcansky examines the political, economic, and social themes that have shaped Ugandan history. He inspects the impact of British colonial rule, investigates the emergence of the independence movement after World War II, and analyzes the factors that contributed to the collapse and decay of Ugandan society after Idi Amin's seizure of power in 1971. The author then explores the successes, failures, and prospects of Uganda's current government. In his conclusion, Ofcansky considers the difficulties facing a nation divided by ethnic, religious, and regional cleavages and argues that Ugandan leaders must work to establish a society in which all Ugandans benefit or face the possibility of a return to anarchy.

A state-sanctioned campaign of harassment of LGBT people followed. With the approval of sections of Uganda's clergy (and with the support of U.S. evangelicals) harsh morality laws were passed against pornography and homosexual acts. The former law disproportionately affected urban women, curtailing their freedoms. The latter--known as the "kill the gays bill"--called for life imprisonment or capital punishment for homosexuals. The author weaves together a series of vignettes that trace the development of Uganda's morality laws amidst Machiavellian politics, religious fundamentalism and the human rights struggle of LGBT Ugandans.

Prior to joining the STL, Nsereko also served as Judge of the Appeals Division at the International Criminal Court (ICC), also in The Hague. Before his election to the ICC, he was Professor of Law at the University of Botswana where he served as Head of the Department of Law for eight years. He also taught law at Makerere University in Uganda and at the University of British Columbia in Canada as Owen Brown Visiting Professor of Law. At the time of his election as Judge of the ICC, he was a List Counsel, a lawyer admitted to represent accused persons and victims before the Court. Whilst at the STL, Judge Nsereko was elected member of the Advisory Committee on Nominations of Judges, which vets candidates and advises States Parties to the Rome Statute on their suitability for election as judges of the ICC. He served on the Committee for six years. He is a distinguished scholar, particularly in the fields of international law, international criminal law and human rights. He is also an advocate and has practised law in Uganda.
