Book excerpt: When Secretary of State John Kerry testified before the full Foreign Affairs Committee on the State Department's Fiscal Year 2015 budget he failed to even mention the Western Hemisphere, our hemisphere, in his opening remarks. The Obama administration needs to come up with a coherent strategy for the region, one that considers U.S. national security and commercial interests, and one that celebrates and supports the aspirations of individuals seeking liberty and the respect of democratic principles. The Secretary's failure to even mention the Western Hemisphere is particularly disconcerting when we consider everything that is going on in the region—the fact that Cuba continues to repress its people and and has been caught violating U.N. sanctions and shipping weapons to North Korea through the Panama Canal, that Venezuelan President Maduro has been violently crushing legitimate democratic protests, the wave of antagonism to U.S. interests emanating from Ecuador, Bolivia and elsewhere that our strategic adversaries such as Russia, Iran and China have taken of note—taken note of our absence in the region and are establishing footholds right here in our neighborhood.

Thus, it is crucial at this turn of the millennium to reconsider the prospects for regional security, the challenges that both new and old dangers may pose to U.S. interests, and the kind of strategy and policies that might enable the United States to both better cope with current problems and head off those that are just over the horizon. In this report, Dr. Donald E. Schulz first analyzes U.S. security interests in Latin America. He then surveys the primary challenges to those interests, and how well U.S. strategy and policy are equipped to cope with them. But he does not stop there. He suggests how the security environment is likely to change over the next quarter century, both in terms of the new dangers that may arise and the evolution of problems that already exist. His conclusion that we are not strategically equipped to face the future is a disturbing one, for Latin America's importance to the United States is growing fast even as our attention is flagging. Will we have the insight to recognize our own interests, the will to commit sufficient resources to attain them, and the intellectual wherewithal to relate our means to our ends?

Confronting the assumption that nationalism primarily drove resistance, McPherson finds more concrete-yet also more passionate-motivations: hatred for the brutality of the marines, fear of losing land, outrage at cultural impositions, and thirst for political power. These motivations blended into a potent mix of anger and resentment among both rural and urban occupied populations. Book excerpt: On August 30, 2021, the United States completed its withdrawal from Afghanistan after a 20-year presence in the country. During the intervention, the Americans had tried to improve the capacity of the Afghan state, maintain political stability, and end endemic political violence. While the U.S. intervention prevented violent extraconstitutional overthrows, it failed to improve Afghan state capacity or to end the war. The Afghan government fell to Taliban insurgents even before the Americans had fully departed. Afghanistan, however, was not the first American intervention that had these three aims. Over the first third of the 20th century, the U.S. intervened regularly across Latin America. We use this historical experience to test whether these earlier interventions produced similar outcomes and extract lessons. We find that U.S. interventions decreased state capacity but promoted political stability and peace -- for only as long as American officials were present. The Afghan experience, despite the rapid fall of the regime, does not appear to be an outlier.
