GAO noted that: (1) USDA's performance plan partially meets the criteria set forth in the Government Performance and Results Act and related guidance; (2) specifically, the plan provides a limited picture of intended performance across the Department and partially discusses the ways in which USDA's strategies and resources will help it achieve the plan's performance goals; (3) however, the plan provides little confidence that the information USDA will use to assess performance will be accurate, complete, and credible; (4) the strengths of USDA's performance plan are that most of its component plans have: (a) linked their annual performance goals and indicators to their 5-year strategic goals; (b) described their strategies to accomplish their goals; and (c) described, at least partially, the capital, human, financial, and other resources they will use to achieve their performance goals; (5) in addition, the component plans have formats that are generally consistent, and they attempt to address all of the key criteria for a good plan; and (6) the key areas in which USDA's performance plan could be improved to better meet the purposes of the Results Act include: (a) explaining how USDA agencies are coordinating crosscutting issues both within and outside the Department; (b) discussing mitigation strategies for each significant external factor that may interfere with the achievement of performance goals; (c) describing the procedures that will be used to ensure that the data needed to measure progress in meeting performance goals are complete, accurate, and credible; and (d) identifying what, if any, limitations exist with respect to the data used for measuring performance.

Department of Agriculture's (USDA) fiscal year 2000 performance report and fiscal year 2002 performance plan required by the Government Performance and Results Act of 1993 (GPRA) to assess the agency's progress in achieving selected key outcomes that you identified as important mission areas for the agency. USDA presented one performance report with agency-by-agency coverage and 1 departmental and 24 agency and office performance plans. We reviewed the same outcomes we addressed in our June 2000 review of the agency's fiscal year 1999 performance report and fiscal year 2001 performance plans to provide a baseline by which to measure the agency's performance from year-to-year. These selected key outcomes are ̂ensuring an adequate and reasonably priced food supply; ̂opening, expanding, and maintaining global market opportunities for agricultural producers; ̂reducing hunger and ensuring food for the hungry; ̂ensuring a safe and wholesome food supply; and reducing food stamp fraud and error.

GAO noted that: (1) USDA's performance plan for FY 2000 should be a somewhat useful tool for decisionmakers; (2) overall, the plan provides a general picture of intended performance across the Department, a general discussion of the strategies and resources the Department will use to achieve performance goals, and limited confidence that its performance information will be credible; (3) USDA's FY 2000 performance plan represents a moderate improvement over the FY 1999 plan in that it indicates some progress in addressing the weaknesses that GAO identified in its assessment of the FY 1999 plan; (4) among the improvements in the FY 2000 plan are: (a) better efforts to identify programs that contribute to similar results; (b) more consistent use of goals and measures that address program results and performance; and (c) improved linkages between program activities and performance goals; (5) USDA's plan still needs improvement in a number of areas, particularly in: (a) identifying strategies to mitigate external factors; (b) describing efforts to verify and validate performance data; and (c) discussing data limitations; (6) for example, the Rural Utilities Service's performance plan lists several performance goals and indicators for the Service's electric program; (7) however, the plan's discussion concerning the verification and validation of data relating to these goals and indicators is limited primarily to stating that: (a) the data are available in records from the Service's automated systems, from the Service's borrower-reported statistics, and from USDA's Economic Research Service (ERS); and (b) the Service has had long experience with its internal data and is highly confident of its accuracy as well as the reliability of ERS' data; (8) the plan does not discuss the basis for its confidence in the data's accuracy and reliability nor how data limitations could adversely affect its ability to assess performance; and (9) furthermore, the plan makes no mention of actions that the Rural Utilities Service will take to compensate for any unavailable or low-quality data.

Book excerpt: The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

Book excerpt: With an operating budget of about $57 billion, USDA is one of the largest civilian agencies in government. USDA administers over 200 programs that cover a wide range of issues related to food and agriculture. Among other things, USDA'S programs support farmers' incomes, stabilize domestic markets, promote U.S. exports, manage national forests, conserve agricultural lands, provide access to food for low-income households, improve the nutritional status of the American people, ensure a safe food supply, and support research for the development of new agricultural products and processes. The programs are administered by 18 agencies in seven mission areas. The diverse nature of USDA's programs raises several challenges in developing a comprehensive strategic plan that adequately addresses all the responsibilities falling under the Department's purview. To best address the wide range of program activities and functions that support its mission and respond to the Results Act, USDA chose to develop a strategic plan that consists of a departmentwide strategic overview accompanied by 30 plans for the mission areas, agencies, and staff offices that constitute the Department. While the departmentwide strategic overview lays out the overall mission and goals for USDA, the agency plans provide greater detail on the missions and the goals of the individual agencies that make up the Department.
