The book argues that the most effective way to pursue and protect U.S. interests is unlikely to involve the same alliance-centric approach that has been the basis of Washington's policy since the 1990s. Instead, the United States should adopt a nimbler and less military-dominant strategy that relies on a diversified set of partners and a determination to establish priorities for American interests and the use of resources, both financial and military. In essence, the book calls for a new post-Obama and post-Trump approach to the region that reflects the fact that U.S. interests are changing and likely will continue to change. In one view, U.S. military presence helps to deter adversaries, restrain U.S. partners from adopting provocative policies, and make it easier for the United States to achieve its aims without the use of force. In another view, U.S. military presence tends to provoke adversaries and encourage allies to adopt more reckless policies, and it increases the likelihood that the United States will be involved in combat. The authors of this report analyze historical data to assess how U.S. military presence -- in particular, U.S. troop presence and military assistance -- is associated with the interstate and intrastate conflict behavior of states and nonstate actors. Troop presence and military assistance have different effects. Stationing U.S. troops abroad may help deter interstate war. A large U.S. regional troop presence may reduce the likelihood of interstate conflict in two ways: by deterring potential U.S. adversaries from initiating interstate wars or by restraining U.S. allies from initiating militarized behavior. However, U.S. military presence may increase interstate militarized activities short of war. U.S. adversaries may be more likely to initiate militarized disputes against states with a larger U.S. in-country troop presence. U.S. troop presence does not appear to reduce the risk of intrastate conflict or affect the level of state repression. U.S. military assistance is not associated with changes in interstate conflict behavior. However, provision of U.S. military assistance may be associated with increased state repression and incidence of civil war. Book excerpt: America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.

Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? Not to rush to judgment when surprised by the unexpected. And don't assume the worst.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades.
