Book excerpt: In November 2005, the Department of Homeland Security (DHS) announced the launch of the Secure Border Initiative (SBI), a multiyear, multibillion-dollar program aimed at securing U.S. borders and reducing illegal immigration. The expenditure plan did not fully satisfy all of the legislative conditions and committee reports' directions. Specifically, of the 11 legislative conditions, the expenditure plan satisfied 4, partially satisfied 6, and did not satisfy 1. Also, of the 7 committee reports' directions, the expenditure plan satisfied 2 and partially satisfied 5. Based on the results of our review, we are not making any recommendations for congressional consideration or agency action. We provided a draft of this report to DHS for review and comment. In commenting on a draft of this report, DHS responded to the findings related to 1 of the 11 legislative conditions and did not comment on the findings related to the 7 committee reports' directions. Specifically, DHS stated that it concurred in part with our assessment of partially satisfied for legislative condition 8. This condition requires that the expenditure plan include a certification by the DHS Chief Procurement Office (CPO) that the program (1) complies with DHS's acquisition management review process, among other things; (2) meets federal acquisition requirements; and (3) is adequately staffed. The condition also requires that the plan includes required supporting documentation used to obtain this certification.

The plan is to address 10 legislative conditions in the FY 2010 DHS appropriations act and be reviewed by GAO. DHS submitted an updated plan to Congress on September 8, 2011. This report reviewed the plan. It analyzed the expenditure plan and documents referenced within the plan, such as strategic plans and reports, and interviewed DHS and U.S. Customs and Border Protection (CBP) officials to obtain clarification on material contained in the expenditure plan, including certification memoranda from the DHS Chief Procurement, Chief Information, and Chief Human Capital Officers. In summary, the expenditure plan satisfied some but not all of the legislative conditions. Figures. This is a print on demand report.

First has been the rise of China as a larger source of imports and production partner than Mexico. Second has been the rise of security concerns since September 11, 2001. The result has been much stronger integration between Canada and the US than with Mexico. Migration issues are now linked with security, which has risen to a top priority in the international agenda. While liberalization has furnished strong economic incentives for integration, it has not provided a sufficient guide for the political process, which requires leadership and appropriate institutions to coordinate and regulate the special interest groups. A coherent and effective North American integration would be a valuable asset in the context of global integration and competition, yet the issues involved are quite complex and varied. North American Integration: An Institutional Void in Migration, Security and Development examines the current state of North American integration. Editors Gaspare M. Genna and David A. Mayer-Foulkes gather an international group of experts to give a broad, coherent picture of the current, multifaceted process of integration, and find that institutional development is an essential component.
