Public security in that country has deteriorated dramatically of late. Drug-fueled violence has caused thousands of deaths, taken a severe psychological toll on the citizenry, and, in the estimation of some observers, brought Mexico to the edge of the failed-state precipice. This rapidly unraveling situation has hardly gone unnoticed in Washington. U.S. officials recently unveiled the so-called "Merida Initiative," a multiyear counterdrug program designed to help the Mexican government turn the tide in its fight against the cartels. As Hal Brands argues in this monograph, however, the Merida Initiative may not represent an optimal solution to the current crisis. It focuses largely on security, enforcement, and interdiction issues, paying less attention to the deeper problems that abet the drug trade and its devastating consequences. These problems include official corruption; U.S. domestic drug consumption; and a host of economic, social, and political questions. If left unaddressed, these ancillary issues will likely frustrate even a counterdrug program as ambitious and well-intended as the Merida Initiative. To make U.S. counternarcotics strategy fully effective, Brands argues, the United States must forge a more creative and encompassing approach to the drug trade. This strategy should combine interdiction and enforcement initiatives with a wide array of social, economic, political, and U.S. domestic programs, so as to create a broad, interlocking effort that attacks the drug trade from all sides. Forging such a strategy will not be easy, Brands warns, but is nonetheless central to addressing successfully the growing crisis in Mexico and meeting the broader challenges of counterdrug policy.The Merida Initiative is representative of the supply side approach to the narcotics trade that has long characterized U.S. drug control policy. It emphasizes interdiction, enforcement, and security measures, with domestic treatment and prevention programs, source-country economic development projects, and other alternative strategies assuming considerably less importance. This strategy is broadly similar to the approach used in Plan Colombia, the multi-billion dollar U.S. counter narcotics and counterinsurgency commitment to that country, and was recently reaffirmed in the 2008 U.S. National Drug Control Strategy. Unfortunately, this approach to the drug trade is unlikely to achieve the desired results in Mexico. In focusing largely on security, enforcement, and interdiction, the Merida Initiative pays comparatively vi little attention to the deeper structural problems that fuel the drug trade and drug-related violence. These problems, ranging from official corruption in Mexico to large-scale drug consumption in the United States, have so far frustrated Mexican attempts to rein in the cartels, and will likely hinder the effectiveness of the Merida Initiative as well. For the Merida Initiative to be fully successful, the United States must therefore forge a more holistic, better-integrated approach to the drug trade. This strategy should aim not simply at strengthening the forces of order in Mexico, but also at addressing the root issues that the Merida Initiative comparatively slights. It should partner enforcement and interdiction programs with a wide range of measures: anticorruption initiatives, social and economic development, institution-building, and efforts to restrict U.S. domestic demand and illicit arms trafficking into Mexico. Implementing such a strategy will not be easy, but it will be central to improving U.S. counternarcotics policy and ensuring that the Merida Initiative is more than a mere palliative for the problems associated with the Mexican drug trade.

Book excerpt: The United States, at the local, state, tribal, and Federal levels, has made a concerted effort to enhance, expand, and codify multiple measures designed to address the serious threats posed by illicit drug trafficking across the Southwest border and violence in Mexico. Despite many successes, improved cooperation, coordination, unity of effort, and information sharing, illicit drug trafficking continues to be a multi-faceted threat to our national security which requires additional focus and effort. Transnational criminal organizations based in Mexico with world-wide international connections continue to dominate the illegal drug supply chain and are continuing to expand their illegal activities throughout the United States. Indeed, 90 to 95 percent of all cocaine that enters the United States continues to pass through the Mexico/Central America corridor from the cocaine source countries further south. Mexico remains the primary foreign source of marijuana and methamphetamine destined for U.S. markets and is also a source and transit country for heroin. The same organizations that traffic in drugs also control the south-bound flow of drug-related bulk currency and illegal weapons. The smuggling and illegal export of weapons from the United States into Mexico is a threat to the overall safety and security of both countries and continues to fuel violence along the Southwest border and in the interior of Mexico. Indeed, weapons smuggled into Mexico often end up in the hands of the Transnational Criminal Organizations (TCOs) or other smuggling organizations where they can be employed against law enforcement officers and citizens in either country. On its northern border with the United States, Mexico experienced a dramatic surge in border crime and violence in recent years due to intense competition between Mexican TCOs that employ predatory tactics to realize their profits.The U.S. Government continues to respond to the challenges posed by transnational criminal organizations through a variety of coordinated activities, both at the operational and national policy levels. The U.S.–Mexico bilateral relationship continues to grow based on increasingly strong, multi-layered institutional ties. The commitment of both governments to improve citizen security in each country is underscored by the Merida Initiative, an unprecedented partnership between the United States and Mexico to fight organized crime and associated violence while furthering respect for human rights and the rule of law. Based on principles of shared responsibility, mutual trust, and respect for sovereign independence, the two countries' efforts have built confidence that continues to transform and strengthen the bilateral relationship in 2013 and beyond.

Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma. While aggressive efforts to suppress the drug trade typically backfire, Shooting Up shows that a laissez-faire policy toward illicit crop cultivation can reduce support for the belligerents and, critically, increase cooperation with government intelligence gathering. When combined with interdiction targeting major traffickers, this strategy gives policymakers a better chance of winning both the war against the insurgents and the war on drugs.

President Richard M. Nixon first proclaimed the war on drugs in 1970; unfortunately, the succeeding 30 years have seen relatively few victories in this war. Politicians and law enforcement officials relentlessly tout new strategies and policies that they guarantee will either reduce or stop the ever-present scourge of drugs and violence in our schools, our neighborhoods, and even our playgrounds. But, as the nation enters a new century the demand for these drugs remains high and the supply ever steady. In 1989, with U.S. prisons full of smugglers and pushers and with hospitals attempting to save overdose victims and cure addicts, Congress enacted legislation mandating Department of Defense (DoD) support. The eventual enlistment of the military in the crusade against drugs was the logical outcome of the strategies pursued by U.S. lawmakers. Today, uniformed soldiers, sailors, and airmen work side-by-side with border officials and Customs agents as they search for illegal drugs. The military is manning aircraft, watercraft, and observation posts providing real-time surveillance and intelligence information to more than 50 agencies attempting to interdict illegal drugs before they hit the streets of America. With all this effort, why is illegal drug trafficking still listed as a national security threat in the most recent National Security Strategy? This paper will analyze past policy and strategy failures, look at legal barriers impacting military involvement, and present real world concerns that prevent the full implementation of successful strategies.

Book excerpt: As the U.S. and coalition partners draw down troops in Afghanistan and hand over security operations to local forces, the U.S. must renew its diplomatic and financial commitment to a peaceful and stable Afghanistan that will not revert to its pre-war status as a haven for international terrorists. This effort should involve commitment to a longterm counternarcotics policy that diminishes, and eventually destroys, the drug trade in Afghanistan. Although the fate of Afghanistan rests with its own people, without leadership and assistance from the U.S., it will devolve into a narcoterrorist state that poses a threat to regional stability and to the security of the broader international community. While Congress has a responsibility to oversee aid to Afghanistan and is rightly insisting that this aid is used effectively, counternarcotics programs remain integral to U.S. stabilization efforts in Afghanistan. With the drawdown of international troops, there is a risk of a spike in drug production. It is in the U.S. national security interest to help the Afghans counter, and eventually uproot, the drug industry through the support of key military, infrastructure, and counternarcotics operations.
