Book excerpt: Since Fiscal Year 2002, the U.S. has appropriated almost $7.5 billion for counternarcotics efforts in Afghanistan. This amounts to about 7 percent of the $102 billion the U.S. has appropriated for relief and reconstruction in Afghanistan over that period of time. Despite all of this money being spent, 2013 was a record-breaking year in terms of poppy cultivation in Afghanistan. Afghanistan produced over 80 percent of the world's opium last year, and the illegal drug trade is a contributing factor to many of the major challenges facing Afghanistan and the U.S. The drug trade helps to generate hundreds of millions of dollars for the Taliban and other extremist groups every year. It creates an increase in corruption, and it creates a very serious public health challenge in Afghanistan as more and more Afghans get addicted to the readily available drugs.

Book excerpt: As the U.S. and coalition partners draw down troops in Afghanistan and hand over security operations to local forces, the U.S. must renew its diplomatic and financial commitment to a peaceful and stable Afghanistan that will not revert to its pre-war status as a haven for international terrorists. This effort should involve commitment to a longterm counternarcotics policy that diminishes, and eventually destroys, the drug trade in Afghanistan. Although the fate of Afghanistan rests with its own people, without leadership and assistance from the U.S., it will devolve into a narcoterrorist state that poses a threat to regional stability and to the security of the broader international community. While Congress has a responsibility to oversee aid to Afghanistan and is rightly insisting that this aid is used effectively, counternarcotics programs remain integral to U.S. stabilization efforts in Afghanistan. With the drawdown of international troops, there is a risk of a spike in drug production. It is in the U.S. national security interest to help the Afghans counter, and eventually uproot, the drug industry through the support of key military, infrastructure, and counternarcotics operations.

Book excerpt: Opium poppy cultivation and drug trafficking have become significant factors in Afghanistan's fragile political and economic order over the last 25 years. In 2004, Afghanistan was the source of 87% of the world's illicit opium and heroin, in spite of ongoing efforts by the Afghan government, the United States, and their international partners to combat poppy cultivation and drug trafficking. U.N. officials estimate that in-country illicit profits from the record 2004 poppy crop were equivalent in value to 60% of the country's legitimate GDP, raising fears that Afghanistan's economic recovery is being underwritten increasingly by drug profits. Across Afghanistan, regional militia commanders, criminal organizations, and corrupt government officials have exploited opium production and trafficking as reliable sources of revenue and patronage, which has perpetuated the threat these groups pose to the country's fragile internal security and the legitimacy of its embryonic democratic government. The trafficking of Afghan drugs also appears to provide financial and logistical support to a range of extremist groups that continue to operate in and around Afghanistan, including remnants of the Taliban regime and some Al Qaeda operatives. The issue is further complicated by an aspect of coalition forces' ongoing pursuit of security and counterterrorism objectives: frequent reliance for intelligence and security support on figures who may be involved in the production or trafficking of narcotics. The failure of U.S. and international counternarcotics efforts to significantly disrupt the Afghan opium trade or sever its links to warlordism and corruption since the fall of the Taliban has led some observers to warn that without redoubled multilateral action, Afghanistan may succumb to a state of lawlessness and reemerge as a sanctuary for terrorists.

Afghan law enforcement (LE) units target traffickers, processing labs, and drug caches to minimize this supply chain. These LE units are mentored by US Drug Enforcement Administration teams and British military personnel. However, they are limited in assets which degrades their ability to conduct missions in more dangerous areas, specifically the southern provinces, which is home to the Taliban. Military enablers are needed to enhance the effectiveness of counter-narcotics (CN) missions. The military has been asked to provide enablers such as helicopter lift, cordon security, and close air support. Traditionally, the military does not "do" law enforcement. However, CN intelligence has proven a nexus between drug traffickers and the insurgency. Should the military be involved? This study argues that the military needs to be more involved in CN missions in Afghanistan. Friction exists whenever the military is involved with traditional LE functions. However, these barriers to military involvement are policy issues. It is not against the law. Although the narcotics link to the insurgency is known, there is resistance to military involvement. Proving the nexus takes time, and may result in missed opportunities to target traffickers and insurgents. This paper highlights the need to target the narcotics "industry" to defeat the insurgency. Proof of the nexus should not be required.

There are frequent misconceptions about the ability of US forces to execute counter-narcotics operations. Department of Defense policy allows US forces to participate to a great extent and what is now needed is a refocusing of US military operations in Afghanistan to prosecute counter-narcotics efforts to the maximum degree allowed. US forces can and must do more to stop Afghanistan from falling into a narcotics abyss.

Book excerpt: Since 2005, a “chicken or egg” dilemma has dominated the discourse over the order in which United States missions in Afghanistan can succeed. Given the current U.S. foreign policy interests and strategies in Afghanistan, are the counternarcotics, counterterrorism and development missions best achieved simultaneously (the status quo) or sequentially? If sequentially, in what order should they be prioritized? To answer these questions, I first separate the tri-mission nexus (counternarcotics, counterterrorism, development) into three bi-mission nexuses (e.g., counternarcotics and development) and examine each pair by asking: 1) To what extent and in what ways do the two goals have a shared mission? 2) Is the success of one a necessary condition for the other to achieve its mission? 3) Is the success of one a sufficient condition for the other to achieve its mission? and 4) What positive or negative externalities or “crossfire” exist between goals? The first question contextualizes the bi-nexus. The second and third questions -- regarding necessary and sufficient conditions -- are asked in both “directions” and seek to understand the meaning of one operation's success for the other operation. The final question exposes the positive and negative externalities of each mission's operational strategies on the other's success. Next, I synthesize the bi-nexus data to generate a detailed description of the counternarcotics, counterterrorism, and development tri-nexus. My analysis of this nexus holds constant U.S. interests in Afghanistan and the strategies selected to meet phase recommendation.

The vicious cycle of drugs, violence, and political instability highlights the disconnect that existed between United States (US) security and counter-drug operations in the country. This project explores how and why two American policies for intervention in Afghanistan - counter-narcotics and counter-terrorism/counter-insurgency - have been operationalized and implemented by the Drug Enforcement Administration (DEA) and the US military respectively, in a disjointed and inefficient manner since 2001. It is argued that perceptions of the 9/11 terrorist attacks against the US created a War on Terror frame that shaped American intervention in Afghanistan, causing DEA counter-drug operations to be subordinated to the security and statebuilding goals of the adopted frame. The failure of the US Government to recognize this critical disconnect in CN and CTCI policy in Afghanistan has allowed both terrorism and opium poppies to thrive.
