The students will receive their language assignment after the selection phase where they will receive a language starter kit that allows them to begin language training while waiting to return to Fort Bragg for Phase II. The 3rd Bn, 1st SWTG (A) is responsible for all language training at the USAJFKSWCS. The Special Operations Language Training (SOLT) is primarily a performance-oriented language course. Students are trained in one of ten core languages with enduring regional application and must show proficiency in speaking, listening and reading. A student receives language training throughout the Pipeline. In Phase IV, students attend an 8 or 14 week language blitz depending upon the language they are slotted in. The general purpose of the course is to provide each student with the ability to communicate in a foreign language. For successful completion of the course, the student must achieve at least a 1/1/1 or higher on the Defense Language Proficiency Test in two of the three graded areas; speaking, listening and reading. Book excerpt: From the preface: "The 1966 'Human Factors' edition focused on the contemporary threat of Maoist insurgencies, particularly in Southeast Asia, and also drew extensively on World War II resistance movements in Europe. Much of this information is still relevant and has been retained and integrated. In the post-Cold War world, the most important insurgencies tend to be ethnic and religious. Long-simmering conflicts, sometimes with roots in colonial policies, have become prominent; examples include the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, Euskadi Ta Askatasuna (Basque Homeland and Freedom or ETA) in Spain, the Hutu-Tutsi genocides, the Ushtia �lirimtare e Kosov�s (Kosovo Liberation Army, or KLA), and the Provisional Irish Republican Army (PIRA). Battle lines in these conflicts are often drawn along ethnic lines, even when land or politics are the immediate issues in contention. The other important new category is extremist religious movements, most prominently Islamic groups, including regional insurgent movements like Hizbollah and Harakat al-Muqawamah al'Isla�miyyah (Islamic Resistance Movement, or HAMAS) and global movements like Al Qaeda. These present a different profile of ideology, organizational forms, and psychology than either Cold War Maoists or post-colonial ethnic insurgencies (although the Palestinian cause could be considered a post-colonial issue). Globalization has also changed underground operations in numerous ways. Insurgencies, enabled by low-cost transportation, Internet based communications, and other information technologies, can more easily recruit, communicate, and operate across borders. It is correspondingly much more difficult to contain an insurgency in a region. Global media has led to development of new tactics, in particular new types of terrorism, designed to capture worldwide attention. Compared with what was available in the 1960s, there are orders of magnitude more academic research available relevant to this study's topics. We were able to draw on more recent work in psychology, political science, economics, sociology, organizational studies, and communications studies. Readers of this edition will, over the course of eleven chapters, get a wide exposure to basic concepts from a number of disciplines".

It also identifies critical capabilities and technologies the US Air Force should have to respond to a failed state, especially one of vital interest to the United States and one on the cusp of a civil war. Nation-states can fail for a myriad of reasons: cultural or religious conflict, a broken social contract between the government and the governed, a catastrophic natural disaster, financial collapse, war and so forth. Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. A nation with more than 350 ethnic groups, 250 languages, and three distinct religious affiliations--Christian, Islamic, and animist Nigeria's 135 million people today are anything but homogenous. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. With such demographics, Nigeria's failure would be akin to a piece of fine china dropped on a tile floor--it would simply shatter into potentially hundreds of pieces."--DTIC abstract.

Book excerpt: This book grew from an opportunity to study a third world air force fighting an externally supported insurgency. The players were the Royal Moroccan Air Force and the Polisario, the latter trying to wrest control of the Western Sahara from the Kingdom of Morocco. The United States has also been a player in the Morocco-Polisario war as the source of much of Morocco's war material, especially the weapons used by the Royal Moroccan Air Force. Help from the United States was especially important when the Polisario deployed Soviet-built SA-6 surface-to-air missiles to counter the growing effectiveness of the Royal Moroccan Air Force. For many reasons, the United States and the US Air Force were not able to assist the Moroccans effectively. The Morocco-Polisario-US scenario that provides the basis for this study was a tiny aspect of the US foreign and military policy in the early 1980s. But it shows a political-military problem that deserves a good deal of thought now. That problem simply stated is: How is the United States going to exert political-military influence in the third world during the next twenty years? Clearly, overall US influence in the third world will be a combination of political, military, economic, and social activity. But the military, in many cases, will be the most visible form of assistance, and one upon which the recipient nation will depend for immediate results. Are the military components as instruments of national policy able to act effectively in the third world? If not, what needs to be done? The US Air Force (and the other services) needs to consider the question of effective assistance to third world countries as part of a basic shift in strategic thinking. Our primary strategic planning effort has been to insert large numbers of US ground and air forces into an area such as the Persian Gulf to accomplish our policy objectives. That planning effort must continue, but with the understanding that inserting a major US force in any third world region is extremely unlikely, both for domestic political reasons and because potential host nations are reluctant to support large US forces. Our primary strategic focus for planning needs to shift to providing effective leverage for third world friends and allies. That leverage can be in the form of arms sales, training, doctrine, or even small specialized forces. But providing leverage depends on effective planning that builds the data base which allows us to pinpoint the host country's needs and capabilities. Developing that kind of expertise in the USAF, and in the other services, will be a difficult and frustrating long-term proposition. The Air Force must recognize the need for a change and must act upon it. Planning to exert effective political-military influence in the third world may not be a glamorous task, but it will be the name of the game for the next twenty years and beyond. This book offers some ideas in that regard.
