Book excerpt: This volume, the second in a series of three devoted to the Chemical Warfare Service (CWS) in World War II, now the Chemical Corps, covers research, development, procurement, and distribution of chemical warfare materiel. It traces the history of these activities from the World War I period, when the CWS was activated to supervise the offensive and defensive aspects of gas warfare throughout the Army, until the end of World War II. The first volume in the series, "Organizing for War", discusses the development of the CWS organization and mission as well as personnel management and military training. The third volume, entitled "Chemicals in Combat", will deal with the chemical warfare activities in the theaters of operations. In treating research and development, the present volume concentrates on CWS projects that proved of greatest significance to the armed forces during World War II. It attempts to point up the problems that arose in course of research and development and to indicate the solutions which the scientists hit upon. Since research and development in the zone of the interior was closely related to research and development in the theaters of operations, the volume covers activities in both areas. In contrast to research and development, procurement and distribution differed considerably as between the zone of the interior and the theaters of operations; in the theaters these activities were closely associated with the commanders' combat responsibilities. The volume, therefore, confines itself to a review of procurement and distribution in the zone of the interior, leaving narration of theater activities to the volume "Chemicals in combat".

Media coverage following the alleged gassing of sheep at Dugway Proving Ground in 1968 has led most people to believe that CB warfare is an unstoppable doomsday weapon of mass destruction. Yet, in 1972, General Creighton Abrams, the Army Chief of Staff, attempted to disestablish the Chemical Corps because he saw no need for it. Had that decision not been reversed in 1976, there would not have been any chemical defense specialists or equipment available for Operation Desert Storm in 1990. This study tracks events relating to the Department of Defense's CB warfare program between 1968 and 1990, as it evolved up to the Gulf War. It also details how the military develops and procures CB defense equipment to protect today's soldiers. Mauroni draws parallels between the development of binary chemical weapons, the chemical demilitarization program, and the DoD CB terrorism response efforts, as each has very similar issues and solutions. He seeks to educate leading officials and the general public about the facts behind CB warfare and the options for coping with it in the future. With proper training and equipment, the challenge of CB warfare can be met and dealt with on the modern battlefield.

However, CBRN specialists continue to be deployed in support of the Global War on Terrorism in jobs outside their areas of expertise. U.S. Army Chemical Corps company commanders will best prepare their Soldiers for today's battlefield by focusing their companies' training away from their conventional CBRN tasks and focusing instead on basic infantry tactics and tactical command post operations. In the U.S. Army today, all Soldiers of every MOS are utilized to accomplish the mission. Chemical Soldiers will be asked to perform tasks that don't sound like those the recruiter spoke about when talking about being a 74D, a Chemical Soldier. Chemical Corps leaders must ensure that their Soldiers are prepared to execute these missions. That may come at the expense of the unit's preparedness in their primary mission tasks. That adaptation of training and focus will allow the chemical Soldier to not only survive but thrive on today's battlefield.
