Book excerpt: The merits of nuclear trade controls for helping stem proliferation have been strenuously debated for decades. Some have maintained that the policy of secrecy and denial that the United States pursued in the aftermath of Hiroshima and Nagasaki was a failure and that, instead, sharing the peaceful benefits of nuclear energy under nonproliferation controls and conditions has helped build key elements of the global regime to prevent the spread of nuclear weapons. Others argue that international nuclear trade increases the risk of nuclear-weapons proliferation. Both viewpoints have merit, and both need to be taken seriously. This report has four main elements. First, it explains the nature and importance of the nonproliferation conditions that the United States requires for its exports of nuclear materials, equipment, and technology as well as dual-use items and technology that have both nuclear and nonnuclear applications. Second, it compares these with the nuclear export controls of other exporting states as reflected in the guidelines of such multilateral arrangements as the Zangger Committee (ZC), the Nuclear Suppliers Group (NSG), and other international agreements and understandings such as the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and, where known, the specific export policies of other individual nuclear-supplier states. Third, it assesses the limits, weaknesses, successes, and failures of nuclear export controls of nuclear suppliers to date. Finally, it identifies the challenges for the future and the role that the United States should play in meeting them.

How could Japan hope to survive a war with, much less defeat, an enemy possessing an invulnerable homeland and an industrial base 10 times that of Japan? The Pacific War was one that Japan was always going to lose, so how does one explain Tokyo’s decision? Did the Japanese recognize the odds against them? Did they have a concept of victory, or at least of avoiding defeat? Or did the Japanese prefer a lost war to an unacceptable peace? Dr. Jeffrey Record takes a fresh look at Japan’s decision for war, and concludes that it was dictated by Japanese pride and the threatened economic destruction of Japan by the United States. He believes that Japanese aggression in East Asia was the root cause of the Pacific War, but argues that the road to war in 1941 was built on American as well as Japanese miscalculations and that both sides suffered from cultural ignorance and racial arrogance. Record finds that the Americans underestimated the role of fear and honor in Japanese calculations and overestimated the effectiveness of economic sanctions as a deterrent to war, whereas the Japanese underestimated the cohesion and resolve of an aroused American society and overestimated their own martial prowess as a means of defeating U.S. material superiority. He believes that the failure of deterrence was mutual, and that the descent of the United States and Japan into war contains lessons of great and continuing relevance to American foreign policy and defense decision-makers.

It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Khan was not the only nuclear arms merchant and Pakistan was not the only country implicated in his shadowy network. It spanned three continents and eluded both national and international systems of export controls that had been designed to prevent illicit trade. The discovery of the network highlighted concerns that nuclear technology is no longer the monopoly of industrially advanced countries, but can be purchased off-the-shelf by both states and terrorist groups. The IISS Strategic Dossier on nuclear black markets provides a comprehensive assessment of the Pakistani nuclear programme from which the Khan network emerged, the network's onward proliferation activities, and the illicit trade in fissile materials. In addition, the Strategic Dossier provides an overview of the clandestine nuclear procurement activities of other states, along with the efforts made both by Pakistan and the international community to prevent the reoccurrence of further proliferation networks and to secure nuclear technology.
