This concept is generally used in an economic sense and highlights the material and institutional facilities of our environment that can be summed up as the tangible means which our societies are based upon. Consequently, talking about ‘intangible infrastructures’ may appear to be a somewhat unusual concept. The term ‘intangible’ includes areas of our lives that are not (or are not primarily) represented physically; it points to invisible realms of the human existence, both intellectually or knowledge-based; to cultural and even ethical matters, and to the social adhesives and cultural techniques that civilizations are being built on. As ‘intangible infrastructures’, we regard them as fundamental for our well-being and for a good quality of life. This volume is a result of a two-day conference held in December 2012 in Salzburg, Austria, which brought together researchers and practitioners from manifold scientific backgrounds, including sociology, philosophy, social geography, economics, urban studies, political science, history, communication sciences and public communication. The book introduces an innovative evaluation approach, namely Territorial Integrated Evaluation (TIE), a meta-evaluation methodology for designing regional development scenarios. A research team from the Politecnico di Torino applied this methodology experimentally to the practices of spatial planning in Trentino in order to aid the Province in a process of institutional innovation that is still going on today. TIE defines territorial scenarios serving the need for regional economic development as well as the conservation of nature and landscape. A cross-border region, Trentino has a special need to harmonize economic development with the exceptional and internationally renowned value of its landscape which includes the Dolomites, a UNESCO World Heritage Site. Therefore TIE set out to design regional development scenarios that integrated various topics - retail, tourism, infrastructures, nature and landscape. By testing out TIE in practice in this extraordinarily dynamic institutional context, the book makes a significant contribution to the discussion about newly emerging approaches to spatial planning that involve multidisciplinary vision, new paradigms in regional development, and institutional learning and capability in decision-making.

Book excerpt: This reissue, first published in 1976, considers the rapid rate of economic growth in Kenya, combined with its apparent political stability, to determine whether or not this is indeed a case of ‘growth without development’ and, if so, where the responsibility for aid lies in this situation. The book concludes that while Kenyan growth has not been to an ideal pattern, accompanied by an increase in inequality, there is little or no reason to believe that living standards have not improved. It examines the impact of aid on Kenya’s progress at both the microeconomic and macroeconomic level and provides an institutional study of the impact of aid on Kenyan Government policy formation and administration and a discussion of British aid’s political purposes and influence in Kenya. The authors conclude that some of the effects predicted by the critics of aid are visible, but that the net effect on general living standards has been strongly positive, concluding that the problems constitute a case for improving aid procedures, but not against aid itself.
