Book NHS Pay Review Body Twenty third Report 2008

Download or read book NHS Pay Review Body Twenty third Report 2008 written by NHS Pay Review Body and published by The Stationery Office. This book was released on 2008 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: The NHS Pay Review Body was originally known as the Review Body for Nurses and Allied Health Professions (NAPRB) and was set up in 1983 to advise the Government on the pay of NHS nursing staff, midwives, health visitors, and the professions allied to medicine (PAMs). Following the introduction of Agenda for Change in late 2004, the Review Body's remit was extended to cover all allied health and health care science professions, pharmacists, optometrists, applied psychologists and psychotherapists, as well as clinical support workers and technicians supporting these groups. The Body's name was changed to Review Body for Nursing and Other Health Professions. In July 2007 the Review Body's remit was again extended, firstly to cover the remaining NHS staff not within its remit but who were nevertheless paid under the Agenda for Change pay system; and secondly to include staff working in Northern Ireland. The Body's name changed again, to the NHS Pay Review Body, to reflect the broader remit. In this report the Review Body recommends a pay increase of 2.75 per cent. There is evidence of declining levels of morale within the NHS and the Review Body is concerned that declining morale would have an adverse effect both on the NHS's ability to meet service delivery targets and on its ability to recruit and retain staff in the longer term. For these reasons, it is necessary that the figure recommended for the pay award is above that sought by the Health Departments. Individual chapters cover: recruitment and retention; high cost area supplements; morale, motivation and training; funds available to the Health Departments; pay and prices; level and structure of 2008-2009 pay recommendations.

Book Ministry of Defence Major Projects Report 2003 Forty Third Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Ministry of Defence Major Projects Report 2003 Forty Third Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Major Projects Report 2003 provides information on progress made by the Ministry of Defence in procuring major defence equipment against cost, time and technical performance targets. It covers 30 projects split, according to Smart Acquisition principles, between the 20 largest projects on which the main investment decision has been taken, and the 10 largest projects yet to reach that point. For the 20 largest projects, costs are forecast to have increased by £3.1 billion in the last year, and are now 6.1 per cent over their approved costs. Difficulties on four older projects (which predate the introduction of Smart Acquisition) account for the majority of cost and time overruns. Following on from a NAO report on this topic (HCP 195, session 2003-04; ISBN 0102926581) published in January 2004, the Committee's report examines four main issues: the impact of the large cost overruns and delays; departmental risk management; ways of developing a more constructive relationship between the Department and industry; and lessons that need to be learned to avoid such poor procurement performance being repeated in future.

Available in PDF, EPUB and Kindle. Book excerpt: Now in its 15th year, The NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, CLCS, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, ECOSOC, UNEP, and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, and UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 1999 are reproduced, while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1982 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, to be assessed at the 2002 Johannesburg World Summit, make continuation of this assistance of particular significance in the years to come. The members of the Yearbook's Advisory Board are: Judges Abdul Koroma and Shigeru Oda of the ICJ, Judges Thomas Mensah, Dolliver Nelson, and Tullio Treves of the ITLOS, as well as Rosalie Balkin, Edward Brown, Lee Kimball, Bernard Oxman, and Shabtai Rosenne.

Book HC 1060 The Ministry of Defence Rquipment Plan 2013 23 and Major Projects Report 2013

Download or read book HC 1060 The Ministry of Defence Rquipment Plan 2013 23 and Major Projects Report 2013 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2014-05-13 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are still concerns over whether the MoD's Equipment Plan is affordable. The Ministry underspent by a huge £1.2 billion on the Equipment Plan in 2012-13. Yet it has no idea whether this is because of genuine savings or whether costs are simply being stored up for later years because of delays on projects. This underspending makes it tempting for the Treasury to take them as savings at the expense of the defence equipment capabilities our armed services need. The MoD also does not properly understand the costs of maintenance and technical support, despite the fact that such support costs, £87 billion over ten years, and accounts for over half of the spend on the Equipment Plan budget. It also does not know whether its contingency of £4.7 billion is a sufficient buffer against risks to the Plan. The affordability of the Equipment Plan is heavily reliant on achieving significant savings in some of its major programmes. For example, the MoD has assumed savings of over £2 billion in two large programmes, the Complex Weapons and Submarine Enterprise Performance Programmes, but achieving these will be a challenge. Any changes to these two programmes could jeopardise the expected savings and so put affordability at risk. Project teams do not yet have enough staff with the right skills to employ proper cost and risk management techniques. Treasury and Cabinet Office should look across Government at skills shortages and go for solutions that do not require bureaucratic reorganisations to recruit skilled people at market rates.
