The Committee finds that the strategy gives a useful starting point from which the EU member states can work together to deliver security, although the EU has yet to identify and commit the necessary resources to make it a reality rather than just an aspiration. The report recommends that the next steps should be for the EU (through its member states acting in the European Council) to identify its priorities for addressing global security, to co-ordinate the ongoing work of the EU so that development aid, trade, environment, foreign and security policies aim to achieve the same security results; and to commit the appropriate, long-term funding.
