Ankara’s closer relations with Eurasian countries go hand in hand with the global shift eastwards, towards the ever-growing and most dynamic region in the world. Stronger ties with Eurasian countries, i.e. Russia and China, are also the litmus test for the ups and downs in relations with Washington and Brussels. While Ankara still retains strong ties with the West, it is laying the groundwork to further widen its interests to the East. This report aims to analyse the multi-faceted aspects of Ankara’s Eurasian shift, highlighting the domestic drivers of Turkey’s “Eurasianism”, the interests at stake, the areas of cooperation and competition, and last but not least the implications for the EU.

Book excerpt: On the Threshold of Eurasia explores the idea of the Russian and Soviet "East" as a political, aesthetic, and scientific system of ideas that emerged through a series of intertextual encounters produced by Russians and Turkic Muslims on the imperial periphery amidst the revolutionary transition from 1905 to 1929. Identifying the role of Russian and Soviet Orientalism in shaping the formation of a specifically Eurasian imaginary, Leah Feldman examines connections between avant-garde literary works; Orientalist historical, geographic and linguistic texts; and political essays written by Russian and Azeri Turkic Muslim writers and thinkers. Tracing these engagements and interactions between Russia and the Caucasus, Feldman offers an alternative vision of empire, modernity, and anti-imperialism from the vantage point not of the metropole but from the cosmopolitan centers at the edges of the Russian and later Soviet empires. In this way, On the Threshold of Eurasia illustrates the pivotal impact that the Caucasus (and the Soviet periphery more broadly) had—through the founding of an avant-garde poetics animated by Russian and Arabo-Persian precursors, Islamic metaphysics, and Marxist-Leninist theories of language —on the monumental aesthetic and political shifts of the early twentieth century.

The policy transformations under its leader Recep Tayyip Erdogan do not align with existing explanations based on security, economics, institutions, or identity. In Identity Politics Inside Out, Lisel Hintz teases out the complex link between identity politics and foreign policy using an in-depth study of Turkey. Rather than treating national identity as cause or consequence of a state's foreign policy, she repositions foreign policy as an arena in which contestation among competing proposals for national identity takes place. Drawing from a broad array of sources in popular culture, social media, interviews, surveys, and archives, she identifies competing visions of Turkish identity and theorizes when and how internal identity politics becomes externalized. Hintz examines the establishment of Republican Nationalism in the wake of imperial collapse and examines failed attempts made by those challenging its Western-oriented, anti-ethnic, secularist values with alternative understandings of Turkishness. She further demonstrates how the Ottoman Islamist AKP used the European Union accession process to weaken Republican Nationalist obstacles in Turkey, thereby opening up space for Islam in the domestic sphere and a foreign policy targeted at achieving leadership in the Middle East. Writing from an International Relations perspective, the authors give a full treatment of the steppe tradition's role in early European state formation, as well as explaining how politics in states like Turkey and Russia can be understood as hybridising the steppe tradition with an increasingly dominant European tradition. They show how the steppe tradition's ideas of political leadership, legitimacy and concepts of succession politics can help us to understand the policies and behaviour of such leaders as Putin in Russia and Erdogan in Turkey.
