However, once one looks back in history, Turkey during the 1900s conducted a very different foreign policy strategy and viewed its close neighbors with suspicion and mistrust. This study argues that there has been a reassessment in Turkish Foreign Policy which has helped Turkey to acquire a new role in the Middle East. In this regard, this research aims to analyze whether there has been a changeover in Turkish Foreign Policy and if so, what were the consequences regarding Turkey’s relations with its neighbors. Along with that purpose, this study will elaborate on the factors which have shaped Turkish Foreign Policy, primarily on economic aspirations. Furthermore, the goal of this research is to focus particularly on Turkey’s relations towards its Middle Eastern neighbors. Consequently, this research will help to understand fully Turkey’s recent involvement regarding the Arab uprisings and increasing commitment to the Middle East.

The author first explores the historical roots of Eurasianism in the 19th century, comparing this to Neo-Eurasianism and Pan-Slavism. The Ozal era (1983-1993), the Cem era (1997-2002) and Davutoglu era (since 2003) are then examined to reveal how foreign policy making has been informed by discourses of Eurasianism, and how Eurasianist ideas were implemented through internal and external socio-economic and political factors.

The failed coup attempt on 15th July 2016 further impaired the situation as the government declared emergency rule at the end of which a political regime defined as the “Presidential Government System” was established in July 2018. Turkey’s New State in the Making examines the historical specificities of the ongoing AKP-led radical state transformation in Turkey within a global, legal, financial, ideological, and coercive neoliberal context. By focusing on neoliberal authoritarian, hegemonic and Islamist aspects, this book sheds light on long- term dynamics that resulted in the regime transformation. It presents a comprehensive study at a time when rising authoritarianism challenges liberal democracies on a global scale. Reaching from critical political economy and state theory to media, gender and cultural studies, this volume covers a range of studies that transcend disciplinary boundaries. These essays challenge the narrative of an "authoritarian turn" that splits the AKP era into democratic and authoritarian periods. Hence, recent transformation is analyzed in a broad historical framework which is sensitive to both continuities and shifts. Studies that explore moments of resistance and relate the political development in Turkey to rising authoritarianism and the crisis- driven trajectory of neoliberalism on a global scale are included in this effort. Since the advancement of neoliberal policies in conjunction with the religious project that is pushed forward by the AKP suggests that the ongoing transformation may well advance into a more totalitarian regime, this book strives to inform struggles that are trying to resist and reverse this development. By reviewing the dynamics and impacts of recent authoritarian developments, it calls on critical scholars to further seek out potentials and dynamics of opposition in the current authoritarian era.

Book excerpt: This book, through an analysis of 49,355 high value public procurement contracts awarded between 2004 and 2011, provides systematic evidence on favoritism in public procurement in Turkey. Public procurement is one of the main areas where the government and the private sector interact extensively and is thus open to favoritism and corruption. In Turkey, the new Public Procurement Law, which was drafted with the pull of the EU-IMF-WB nexus, has been amended more than 150 times by the AKP government. In addition to examining favoritism, this book also demonstrates how the legal amendments have increased the use of less competitive procurement methods and discretion in awarding contracts. The results reveal that the AKP majority government has used public procurement as an influential tool both to increase its electoral success, build its own elites and finance politics. The use of public procurement for rent creation and distribution is found to be particularly extensive in the construction and the services sector through the TOKİ projects and the Municipal procurements.
