Book excerpt: This report explores the roots of Turkey's western orientation and the prospects for Turkish relations with Europe and the United States after the Cold War. The study indicates that Turkey's basic western orientation will almost certainly hold and that the prospects for Turkey formally joining the European Community have not improved despite Turkish support in the Gulf War. Turkey's prospects for inclusion in new European security arrangements will remain poor, and Turkey will become increasingly distinctive and perhaps isolated within the NATO alliance. It also finds that if Europe excludes Turkey, then the significance of the bilateral relationship with the United States will grow and that U.S. and Turkish interests are likely to remain broadly congruent. Given these findings, the United States should strive to promote Turkey's strategic importance in Europe and the Middle East, avoid pressing Ankara for a formal expansion of defense cooperation, consider the potential role of Turkey as a conduit for western aid to the southern republics of the former Soviet Union, seek the development of a more mature and diversified relationship mixing traditional security assistance with expansion of political and economic ties, and continue playing an active role in promoting a Cyprus settlement.

However, Turkey’s maneuvers between the US and Russia are not unique to the present era as they can be traced back to the Cold War period. In fact, Turkey’s alliance with the West did not prevent Turkey from establishing special relations with the Soviet Union. This book, which is spurred by Glenn Snyder’s theory on alliance politics, indicates that Turkey’s foreign policy moves shaped in accordance with the fear of abandonment and the fear of entrapment with regards to its relations with the US, did not only stay within the boundaries of the Cold War, but further moved beyond that era. The authors argue that Turkey’s maneuvers to balance the US with Russia in the historical context constitute a strong element of continuity and a significant pattern in Turkish foreign policy. Yet, the authors underline that the motives behind this legacy have changed in the 2010s due to the transformations occurred within global, regional as well as domestic contexts.

It argues that the Turkish elite perceived Soviet demands as an existential threat to Turkey, the first step in the establishment of a pro-Soviet government in Ankara. The postwar Soviet demands completed a paradigmatic shift in Turkish foreign policy, leading to the disintegration of twenty years of Soviet-Turkish alliance and transformed Turkey into an unconditional Western ally. As such, this book strengthens the idea in early Cold War historiography that Turkey was one of the main testing grounds for the Cold War and makes it more cogent. This report can be evaluated from this perspective, as it is the first product of the Track II initiative that has started between International Strategic Research Organization (USAK) and Institute of Oriental Studies of Russian Academy of Sciences (IOS). The first meeting was held in Ankara in 19 February 2013 with participation of Turkish and Russian academicians, bureaucrats and decision makers. However, it is just the first step and should be taken to a next level by better coordination and planning in the future. One of the main outcomes of this meeting is that there are so many areas waiting to be addressed as here are so many commonalities in the historical and social contexts of the two countries. In this regard, the potential of cooperation in regional level has not been developed as much as the level of cooperation in the bilateral level. The report tries to cover these issues in three different chapters.
