Turkey's involvement has been much less discussed, despite the fact that Turkey's strategic involvement with several sub-Saharan African states has been deepening since its active engagement in the Somali crisis of 2011. Federico Donelli brings to light the extent of Turkey's involvement in Africa and analyses the unique characteristics, benefits, challenges and limits of Turkish policy in the region. The book examines the Turkish diplomatic programme as well as its domestic reception, which includes humanitarian aid, religious links such as the OIC (Organisation of Islamic Cooperation), as well as private business links. Book excerpt: Turkey's relatively recent engagement with sub-Saharan Africa has been the subject of debate among scholars and policymakers. Various attempts have been made to answer questions such as “why Africa?” and “why now?” but these have largely ignored two key variables explaining Turkey's foray: structural/political economy factors within Turkey and within various African states; and African reactions to Turkey's engagement. Using a comparative approach and by exploring the African side of the equation as well as deconstructing the contours of Turkey's engagement with Kenya and Somalia, I argue that Turkey's commitment of resources to Africa has been positively shaped by six key factors. These the timing of Ankara's initial engagement, the capacity for risk of Turkish government and businesses, Turkish products and expertise, projection of Turkish “soft power”, generally positive or unformed views of Turkey in Africa given its lack of imperial baggage, and Turkey's highly-coordinated and unilateral approach to engagement with African states and leaders, which generally eschews entanglements with international organizations or other alliances. These factors are crucial to understanding Turkey's nascent successes in sub-Saharan Africa, but certain political, economic and social factors - if left unaddressed - could spoil what currently seems a mutually-beneficial engagement. Should Turkey positively address these deficiencies and better understand Africa and Africans in the process, it could become an indispensable partner, not only for Kenya and Somalia, but potentially for much of eastern and southern Africa.

The most striking and 'new' aspect of Turkey's foreign policy has been toward Africa and Asia. This article examines and offers a holistic view of these developments. African opening represents a perfect convergence of civil society and state cooperation and bear fruit in political, economic and social terms in a very short time. However, the most important implication is that it aims to conceptualize a 'new' Africa in Turkey by overcoming the image of two separate Africa: Sub-Saharan Africa and North Africa. Ankara's Asia policy has been shaped with an intention of placing the existing relations “in a certain systematic” with the Turkic republics in Central Asia; to reach “a policy of normalization” with countries like China and India; and to follow certain political and economic policies to translate relations “from normal to deep cooperation” with countries like South Korea and Japan.

Book excerpt: "Emerging actors, such as providers of South-South cooperation (SSC), are increasingly playing a role in peacebuilding, particularly in fragile states and conflict-affected areas. While there is much discussion on the role of emerging donors in sustainable development, there is little empirical evidence on their contribution to peacebuilding and state building. Joint research by the South African Institute of International Affairs (SAIIA) and the Center for International Cooperation (CIC) analysed the features of South African and Turkish assistance to the Democratic Republic of the Congo and Somalia respectively, to unpack what sets these emerging economies apart from Western powers operating in similar environments. This paper compares the peacebuilding approaches of South Africa and Turkey and attempts to assess their effectiveness in relation to the approaches of traditional donors. Evidence from the two case studies shows that, while operating under different paradigms, principles and drivers, Southern providers not only bring substantive support to fragile states but also get different types of results and responses from host countries. While it is still difficult to discern a clear 'Southern peacebuilding model', emerging economies play an important role in promoting peaceful and inclusive societies and accountable institutions, in their region and internationally"--Publisher's web site.

In a tale of missed opportunities, Bechev explores how Turkey parted ways with the United States and Europe, embraced Putin’s Russia and other revisionist powers, and replaced a frail democratic regime with an authoritarian one.
