The book focuses on Tunisia. Since its independence in 1956 until 2010, Tunisia had considerable success relative to many other MENA countries, but was somewhat less successful relative to East Asian countries. Since 2010, however, while transitioning away from autocracy to democracy, it has been in rather serious economic decline. The book highlights how both the factors identified as enabling Tunisia’s initial success and those leading to its subsequent decline can provide many useful insights for improving the management of economic development across the whole MENA region and perhaps also to developing countries throughout the world.

Book excerpt: Tunisia's past integration policies have significantly increased FDI flows in the manufacturing sector, triggering a rise of textiles and clothing and mechanical and electrical components exports through participation to EU production networks and increasing productivity, growth, and job creation. In spite of these results, important challenges remain. FDI increases are not accompanied by a rapid increase in domestic investment. The business climate of the domestic market-oriented sector can be further improved. Trade integration largely has bypassed non-tourism service sectors and the structural transformation of the service sector is slow. This study: (i) examines the key integration challenges that the country's manufacturing sector is facing; (ii) examine the key remaining reforms needed to further enhance the competitive position of the country; and (iii) identifies the specific policy reforms needed to realize the largely untapped potential in services. The report reviews the entry, business, and trade restrictions in Tunisia's backbone service sectors (telecommunication, banking, air transport, accounting, auditing, and legal services) using a well-focused regulatory questionnaire. The restrictiveness indices derived from the regulatory diagnostic analysis allow us to assess Tunisia's relative performance. Some key regulatory reform options are proposed and their impact estimated. The study examines the prospect for further increasing exports and off shoring of a large number of services for which Tunisia has demonstrated a real export capacity

Book excerpt: Until 2010 Tunisia appeared to be doing well and was heralded by the World Bank and the IMF as a role model for other developing countries, and the World Economic Forum repeatedly ranked Tunisia as the most competitive economy in Africa. Yet, the Tunisian model had serious flaws. Inadequate creation of jobs, notably for university graduates, and deep regional disparities were a source of increasing frustration across the country in the run up to the January 2011 Revolution. This development policy review shows that, in contrast to the façade often presented by the former regime, Tunisia's economic environment was and remains deeply deficient. The review highlights an economy that has remained frozen in low-value added activities and where firms are stagnating in terms of productivity and jobs creation. The review argues that Tunisian prosperity has been held back by policies that have reduced the country s overall economic performance. This poor performance results from extensive barriers to entry and market restrictions coupled with a heavy business regulations and a poorly functioning financial system, have resulted in economic stagnation. Economic policies have exacerbated cronyism and rent-seeking, allowing under-performing firms to survive, regardless of their productivity. in order to fulfill its economic potential, Tunisia needs to create a level playing field by opening up the economy and removing Tunisia's three dualisms, namely the onshore-offshore division, the dichotomy between the coast and the interior, and the segmentation of the labor market. A strong social policy is also necessary, of course, and should be designed to accompany private sector-led growth. Tunisia can capitalize on a strong competitive advantage to export wage-intensive goods, expand its export of services, and unleash the potential of agriculture, to the benefit of small businesses, young graduates, and farmers in Tunisia's long-neglected interior regions. Realizing these benefits will require improving the investment climate, rationalizing regulations, and developing more equitable development policies that benefit all of Tunisia's regions. The Unfinished Revolution is a challenge for policymakers to rethink Tunisia's economic development model, to question existing assumptions, and to dare to think big about policy reforms which can accelerate growth and shared prosperity, create quality jobs and promote regional development.

But did Tunisia simply avoid the misfortunes that befell its neighbors, or were there particular features that set the country apart and made it a special case? In Tunisia: An Arab Anomaly, Safwan M. Masri explores the factors that have shaped the country's exceptional experience. He traces Tunisia's history of reform in the realms of education, religion, and women's rights, arguing that the seeds for today's relatively liberal and democratic society were planted as far back as the middle of the nineteenth century. Masri argues that Tunisia stands out not as a model that can be replicated in other Arab countries, but rather as an anomaly, as its history of reformism set it on a separate trajectory from the rest of the region. The narrative explores notions of identity, the relationship between Islam and society, and the hegemonic role of religion in shaping educational, social, and political agendas across the Arab region. Despite adverse exogenous developments, including the Middle East crisis, weak economic growth in key European export markets and a severe drought, Tunisia achieved a strong economic performance during 1991–95. Real GDP growth rose to an annual average of 4.2 percent, resulting in an increase in per capita income of some 2 percent per year. Inflation fell from an average of 7 percent during the preceding five years to 5.8 percent during 1991–95.

However, important vulnerabilities remain: economic activity is weak, employment is low, social tensions linger, spending composition has deteriorated, and external imbalances are high. To tackle these issues, Tunisia formulated a five-year (2016–20) economic vision in 2015, which is being developed into a detailed plan. The vision aims at promoting stronger and more inclusive growth in Tunisia.

Book excerpt: We propose an integrated method based on a two-sector small open economy dynamic and stochastic general equilibrium model to estimate non-tariff barriers and quantify the impact of services liberalization. The major component of trade barriers is explicitly modeled through the introduction of entry-sunk costs. Hence, liberalization is treated assuming a government's policy decision aimed at reducing those costs. Then, we estimate the model using Bayesian techniques for Tunisia and the Euro Area. The paper presents a precise quantitative evaluation of services trade barriers as the difference between entry-sunk costs in Tunisia versus the Euro Area. We find significant welfare benefits in addition to aggregate and sectoral growth gains the Tunisian economy could attain following services liberalization. Surprisingly, the goods sector is the one that benefits the most from services liberalization in the short- and long-term horizons.
