Both these concepts played a role in medieval political theorizing, although the meaning and significance of political consent in this thought has not been well understood. In a careful, scholarly, and readable survey of the major political texts from Augustine to Ockham, Arthur Monahan analyses the contribution of medieval thought to the development of these two concepts and to the correlative concept of coercion. In addition, he deals with the development of these concepts in Roman and canon law and in the practices of the emerging states of France and England and the Italian city- states, as well as considering works in legal and administrative theory and constitutional documents. In each case his interpretations are placed in the wider context of developments in law, church, and administrative reforms. The result is the first complete study of these three crucial terms as used in the Middle Ages, as well as an excellent summary of work done in a number of specialized fields over the last twenty-five years.

Book excerpt: In the late fourteenth and the fifteenth centuries, the Dukes of Valois-Burgundy created a composite monarchy in the Netherlands, an area that had been dominated for centuries by several regional dynasties. In this way they laid the foundation for the modern states of the Netherlands, Belgium, and Luxemburg. The rise of the House of Burgundy can be read as the success story of a dynasty that in little over a century managed to assemble a great number of principalities, thus creating a new state. The Burgundian takeover, however, resulted in a modernization of administration, jurisdiction, and finances. The process of unification and the character of the union are the central topics of Magnanimous Dukes and Rising States. Robert Stein mirrors continuity and modernisation in Burgundian times with the bankruptcy of the former dynasties and the decline of feudal government. The powerful towns played an important background role; it was only with their support that a unification of the Netherlands was possible, but this support was not unselfish. This study is about the development of power relations and institutions in the field of tension between ruler and subject, between centralisation and particularism.

He may have been the first writer to perceive the early medieval period as a Dark Age that was ending to be replaced by a better world. The study underlines the importance of technical developments by the state, its capacity to innovate, and, however imperfect the techniques, the greater detail and sophistication of accounting practice towards the end of the period. New taxes had been developed, new wealth had been tapped, new mechanisms of enforcement had been established. In general, these developments were made in western Europe; the lack of progress in some fiscal systems, especially those in eastern Europe, is an issue of historical importance in its own right and lends particular significance to the chapters on Poland and Russia. By the eighteenth century `mountains of debt' and high debt-revenue ratios had become the norm in western Europe, yet in the east only Russia was able to adapt to the western model by 1815. The capacity of governments to borrow, and the interaction of the constraints on borrowing and the power to tax had become the real test of the fiscal powers of the `modern state' by 1800-15.
