Book The Law and Customs of Riot Duty

Download or read book The Law and Customs of Riot Duty written by Byron L. Bargar and published by Forgotten Books. This book was released on 2017-10-17 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Law and Customs of Riot Duty: A Guide for National Guard Officers and Civil Authorities, With Commentaries on Federal Aid It is probably true that riot service is the most distasteful duty which soldiers are called upon to per form. Furthermore it is unfortunate that the first military force called on for this duty is composed of what may be termed amateur soldiers. They have neither the sang-froz'd of the regular, which comes from familiarity with service, nor the independence of action, which comes from the fact that regulars do not take orders from civil officers. These cumulative disabilities have given citizens a dread of riot duty; and this fact is responsible for a part of the difficulty found in keeping the ranks of the national guard filled with good men. The militiamen feel the responsibility of their po sitiou as a reserve power of the state. But they are not always taught how to discharge this responsibility. They acquire a distaste for riot duty because they be come confused as to the legal requirements of that duty. They have not the slightest fear of a mob. They dread the law. They fear the law because theyare uncertain of its protection; because to them it is vague, illy defined and, gathered hastily from many sources, is inconsistent and contradictory. Book A Treatise on Riot Duty for the National Guard

Download or read book A Treatise on Riot Duty for the National Guard written by Henry Adams Bellows and published by Forgotten Books. This book was released on 2016-08-31 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from A Treatise on Riot Duty for the National Guard: Prepared for the Militia Bureau; May, 1920 I am firmly convinced that the law of every State should provide that the militia should not be called out until such time as, in the opinion of the governor, it is necessary and proper to declare martial law within the district in which the troops are to serve, and that martial law should be declared the instant the troops go on duty. If this principle were to be consistently followed, it would mean either that martial law would be declared so frequently as to create a most serious disintegration of the common-law structure, or that the communities affected would suffer fre quent and alarming losses before troops were sent to their rescue. It is only by a clear recognition of the essentially preventive nature of military protection, together with a firm determination not to permit local authorities to shirk their duties, that troops can be enabled to perform their full service to the public in the most satisfactory manner. The lack of this recognition, and the constant emphasis on suppression rather than prevention, are largely responsible for the inadequacy of many of the existing manuals, as tested by the demands of actual riot conditions. Book The Role of Federal Military Forces in Domestic Disorders 1877 1945

Download or read book The Role of Federal Military Forces in Domestic Disorders 1877 1945 written by Clayton David Laurie and published by Government Printing Office. This book was released on 1997 with total page 500 pages. Available in PDF, EPUB and Kindle. Book excerpt: Published in 1904, this forgotten classic is sci-fi and dystopia at its best, written by the creator and master of the genre Following extensive research in the field of "growth," Mr. Bensington and Professor Redwood light upon a new mysterious element, a food that causes greatly accelerated development. Initially christening their discovery "The Food of the Gods," the two scientists are overwhelmed by the possible ramifications of their creation. Needing room for experiments, Mr. Besington chooses a farm that offers him the chance to test on chickens, which duly grow monstrous, six or seven times their usual size. With the farmer, Mr. Skinner, failing to contain the spread of the Food, chaos soon reigns as reports come in of local encounters with monstrous wasps, earwigs, and rats. The chickens escape, leaving carnage in their wake. The Skinners and Redwoods have both been feeding their children the compound illicitly—their eventual offspring will constitute a new age of giants. Public opinion rapidly turns against the scientists and society rebels against the world's new flora and fauna. Daily life has changed shockingly and now politicians are involved, trying to stamp out the Food of the Gods and the giant race. Comic and at times surprisingly touching and tragic, Wells' story is a cautionary tale warning against the rampant advances of science but also of the dangers of greed, political infighting, and shameless vote-seeking.
