Book 2021 Comprehensive Surveillance Review Overview Paper

Download or read book 2021 Comprehensive Surveillance Review Overview Paper written by International Monetary and published by International Monetary Fund. This book was released on 2021-05-18 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fund surveillance needs to evolve to face the economic and financial challenges that will shape the global landscape for years to come. This paper first takes stock of the current economic and financial landscape. To better serve the membership in this context, Fund surveillance should be prioritized around four key priorities: (i) confronting risks and uncertainties: policymakers will need to actively manage the risks of a highly uncertain outlook; (ii) preempting and mitigating adverse spillovers: shifting patterns of global economic integration will bring about new channels for contagion and policy spillovers; (iii) fostering economic sustainability: a broader understanding of sustainability to better account for the impact of economic and non-economic developments on stability; and (iv) unified policy advice: better accounting for the trade-offs and synergies among different policy combinations in the face of limited policy space and overlapping priorities, tailored to country-specific circumstances. These priorities should further enhance the traction of Fund surveillance.

Book 2021 Comprehensive Surveillance Review Modalities for Modernizing Surveillance

Download or read book 2021 Comprehensive Surveillance Review Modalities for Modernizing Surveillance written by International Monetary and published by International Monetary Fund. This book was released on 2021-05-18 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modern Fund surveillance needs to be more targeted, topical and timely, better interconnected and better informed. Modernizing surveillance will likely require additional resources, although estimates are highly uncertain at this stage. The paper offers a tentative costing of new proposals with significant budgetary implications. Other proposals could rely on optimizing processes, while others are underway and funded separately; the resource implications of yet others are being picked up in context of other workstreams. Estimates do not include short-term transition costs or pressures on support services and are subject to a significant degree of uncertainty. A flexible approach to implementing the new modalities, characterized by experimentation and learning-by- doing—a “sandbox” for new modalities—is proposed.

Book Interim Report on the Second Triennial Review of the National Nanotechnology Initiative

Download or read book Interim Report on the Second Triennial Review of the National Nanotechnology Initiative written by National Research Council and published by National Academies Press. This book was released on 2013-04-20 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nanotechnology has become one of the defining ideas in global R&D over the past decade. In 2001 the National Nanotechnology Initiative (NNI) was established as the U.S. government interagency program for coordinating nanotechnology research and development across deferral agencies and facilitating communication and collaborative activities in nanoscale science, engineering, and technology across the federal government. The 26 federal agencies that participate in the NNI collaborate to (1) advance world-class nanotechnology research and development; (2) foster the transfer of new technologies into products for commercial and public benefit; (3) develop and sustain educational resources, a skilled workforce and the supporting infrastructure and tools to advance nanotechnology; and (4) support the responsible development of nanotechnology. As part of the third triennial review of the National Nanotechnology Initiative, the Committee on Triennial Review of the National Nanotechnology Initiative: Phase II was asked to provide advice to the Nanoscale Science, Engineering, and Technology (NSET) Subcommittee and the National Nanotechnology Coordination Office in three areas: Task 1 - Examine the role of the NNI in maximizing opportunities to transfer selected technologies to the private sector, provide an assessment of how well the NNI is carrying out this role, and suggest new mechanisms to foster transfer of technologies and improvements to NNI operations in this area where warranted. Task 2 - Assess the suitability of current procedures and criteria for determining progress towards NNI goals, suggest definitions of success and associated metrics, and provide advice on those organizations (government or non-government) that could perform evaluations of progress. Task 3 - Review NNI's management and coordination of nanotechnology research across both civilian and military federal agencies. Interim Report for the Triennial Review of the National Nanotechnology Initiative, Phase II offers initial comment on the committee's approach to Task 2 and offers initial comments on the current procedures and criteria for determining progress toward and achievement of the desired outcomes.

Book Triennial Review of the National Nanotechnology Initiative

Download or read book Triennial Review of the National Nanotechnology Initiative written by National Research Council and published by National Academies Press. This book was released on 2013-12-20 with total page 187 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Nanotechnology Initiative (NNI) is a multiagency, multidisciplinary federal initiative comprising a collection of research programs and other activities funded by the participating agencies and linked by the vision of "a future in which the ability to understand and control matter at the nanoscale leads to a revolution in technology and industry that benefits society." As first stated in the 2004 NNI strategic plan, the participating agencies intend to make progress in realizing that vision by working toward four goals. Planning, coordination, and management of the NNI are carried out by the interagency Nanoscale Science, Engineering, and Technology (NSET) Subcommittee of the National Science and Technology Council (NSTC) Committee on Technology (CoT) with support from the National Nanotechnology Coordination Office (NNCO). Triennial Review of the National Nanotechnology Initiative is the latest National Research Council review of the NNI, an assessment called for by the 21st Century Nanotechnology Research and Development Act of 2003. The overall objective of the review is to make recommendations to the NSET Subcommittee and the NNCO that will improve the NNI's value for basic and applied research and for development of applications in nanotechnology that will provide economic, societal, and national security benefits to the United States. In its assessment, the committee found it important to understand in some detail-and to describe in its report-the NNI's structure and organization; how the NNI fits within the larger federal research enterprise, as well as how it can and should be organized for management purposes; and the initiative's various stakeholders and their roles with respect to research. Because technology transfer, one of the four NNI goals, is dependent on management and coordination, the committee chose to address the topic of technology transfer last, following its discussion of definitions of success and metrics for assessing progress toward achieving the four goals and management and coordination. Addressing its tasks in this order would, the committee hoped, better reflect the logic of its approach to review of the NNI. Triennial Review of the National Nanotechnology Initiative also provides concluding remarks in the last chapter.

Book Assessing Country Risk

Download or read book Assessing Country Risk written by Mr.Ashvin Ahuja and published by International Monetary Fund. This book was released on 2017-06-01 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Assessing country risk is a core component of surveillance at the IMF. It is conducted through a comprehensive architecture, covering both bilateral and multilateral dimensions. This note describes some of the approaches used internally by Fund staff to examine a wide array of systemic risks across advanced, emerging, and low-income economies. It provides a high-level view of the theory and methodologies employed, with an on-line companion guide providing more technical details of implementation. The guide will be updated as Fund staff’s methodologies for assessing country risk continue to evolve with experience and feedback. While the results of these approaches are not published by the IMF for market sensitivity reasons, they inform risk assessments featured in bilateral surveillance as well as in the IMF’s flagship publications on global surveillance.

Book Oxford Handbook of the International Monetary Fund

Download or read book Oxford Handbook of the International Monetary Fund written by and published by Oxford University Press. This book was released on 2024-10-17 with total page 801 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Monetary Fund (IMF) is a pivotal institution in global economic governance tasked with ensuring monetary stability and preventing financial crises through promoting balanced trade, economic growth, and poverty reduction. It also plays a powerful normative role by shaping economic policies worldwide through its research and expertise. The IMF played a crucial role in managing crises like the 2008 financial crisis and the COVID-19 pandemic, providing significant financial aid and advocating for stimulus measures. However, the IMF faces both internal and external challenges from reforming its governance structure to better represent emerging economies to finding its place in a world increasingly defying liberal internationalism and multilateralism. Despite reforms, power remains concentrated among advanced economies, hindering inclusivity and trust, particularly in regions like sub-Saharan Africa. Geopolitical tensions, populist nationalism, and economic imbalances further strain the IMF's effectiveness. This handbook aims to uncover these challenges by providing diverse perspectives and proposing policy recommendations that the Fund could undertake to better navigate the complex landscape of 21st-century global governance. Part I delves into its historical origins and key debates of the IMF. Part II focuses on formal operations such as lending, surveillance, and capacity development. Part III explores the involvement of different actors including states, markets, and civil society. Part IV discusses partnerships with other international organizations and collaboration in financial regulation. Part V analyzes shifts in policy instruments and ideological frameworks. Part VI broadens concerns to include gender mainstreaming, labor markets, climate policy, and inclusive growth. Part VII addresses internal challenges including cultural diversity concerns and uniformity of treatment. Part VIII evaluates external challenges such as populist movements, China's influence, global inequality and unresolved issues in Europe. Part IX explores how the IMF can meet the multiple challenges identified in this volume and positively impact 21st century global governance.

Book Review of the Role of Trade in the Work of the Fund

This book was released on 2015-03-02 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: This review follows the Board-endorsed recommendation by the IEO in 2009 to have an assessment of the Fund’s work on trade every five years. In addition to reviewing past work, this paper discusses key issues going forward towards a future trade agenda for the next five years. This reflects the need to operationalize the implications of the changing trade landscape, including the changing drivers of trade—such as global value chains (GVCs)—and the movement of the fulcrum of trade policy from multilateral rounds to regional and plurilateral deals.

Book A Contemporary Concept of Monetary Sovereignty

Download or read book A Contemporary Concept of Monetary Sovereignty written by Claus D. Zimmermann and published by OUP Oxford. This book was released on 2013-11-07 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: Monetary sovereignty is a crucial legal concept dictating that states have sovereignty over their own monetary, financial, and fiscal affairs. However, it does not feature as part of any key instruments of international law, including the Articles of Agreement of the International Monetary Fund. Rather, it has remained a somewhat separate notion, developed under contemporary international law from an assertion of the former Permanent Court of International Justice in 1929. As a consequence of globalization and increasing financial integration and a worldwide trend towards the creation of economic and monetary unions, the principle of monetary sovereignty has undergone significant change. This book examines this evolution in detail, and provides a conceptual framework to demonstrate what this means for the legal and economic challenges faced by the international community. The book examines the historic origins and evolution of the concept of monetary sovereignty, putting it into the context of broader concepts of sovereignty. It argues that monetary sovereignty remains relevant as a dynamic legal concept with both positive and normative components. It investigates the continuing hybridization of international monetary law resulting from changes to its formal and material sources. It then examines the complex phenomenon of exchange rate misalignment under international monetary and trade law, and the increasing regionalization of monetary sovereignty, notably in light of the European sovereign debt crisis. Finally, it assesses the role the concept of monetary sovereignty can play in the reorganization of international finance following the recent global financial crisis.
