Book excerpt: The ‘tribes and territories’ metaphor for the cultures of academic disciplines and their roots in different knowledge characteristics has been used by those interested in university life and work since the early 1990s. This book draws together research, data and theory to show how higher education has gone through major change since then and how social theory has evolved in parallel. Together these changes mean there is a need to re-theorise academic life in a way which reflects changed contexts in universities in the twenty-first century, and so a need for new metaphors. Using a social practice approach, the editors and contributors argue that disciplines are alive and well, but that in a turbulent environment where many other forces conditioning academic practices exist, their influence is generally weaker than before. However, the social practice approach adopted in the book highlights how this influence is contextually contingent – how disciplines are deployed in different ways for different purposes and with varying degrees of purchase. They have endured untold depredations, near extinction and attempts at termination. Yet they remain and continue their fight. The United States; as the ultimate colonizer, has; for 200 years, been searching for an equitable solution to end this enduring struggle with varying degrees of success and failure. Today there are 566 federally recognized tribes representing less than 1% of the U.S. population. Yet despite some progress, Indians remain at the bottom of the ladder by virtually every socioeconomic indicator. Since the 1970s tribal leaders have reveled in the improvements and particularly in the seeming willingness of the government to engage in consultation. Despite sporadic successes; however, this article contends that tribal and federal officials are just kicking the can down the road. Tribal success is being gained more by tribal governments than by tribal citizens. The article begins with a brief; too well known, history then discusses several of the characteristics that have evolved over 200 years that defines the present relationship and why they are impediments to future development. Finally, I provide some examples of what success really is and make recommendations that can lead to a successful solution for all.

Book excerpt: A recent study by the University of Connecticut Center for Economic Analysis credits the Mashantucket Pequot Tribe and Foxwoods with creating 41,000 jobs and adding $1.2 billion to Connecticut's economy. This enormous operation is managed by an exceptionally experienced team of casino executives, most of whom have come to Mashantucket from Las Vegas and Atlantic City. The paramount authority over the gaming enterprise is the Mashantucket Pequot Tribal Council, the seven-member governing body of the tribe, whose ultimate responsibility is for the health and well being of its membership, employees, and patrons. A sound economy is a fundamental building block for any society. Tribes that are progressing forward economically and socially are assertively exercising their sovereign rights of self-governance. Indeed, one of the most important and visible expressions of tribal sovereignty is the rule of law established by tribal constitutions, tribal law and order codes, and tribal court decisions. This in and of itself engenders issues of ambiguous jurisdiction and often hostile opposition to the exercise of tribal sovereignty. Based on my work throughout Indian country and for the past several years with the Mashantucket Pequot Tribe, I see four primary areas where the exercise of tribal sovereignty and self-rule results in litigation: the exercise of tribal sovereignty and jurisdictional issues, contracts, employment practices, and tort actions arising on the reservations. I will briefly outline the issues involved in these areas.

Book excerpt: Tribal Development Planning, Policies and Strategies Development is a continuous and multidimensional process that involves reorganization and reorientation of the entire economic and social system. UNESCO's concept of development is based on the realization that communities define themselves in terms of cultural identities and development cannot be effective unless it is centred around that image. Thus, when one tries to examine the field and scope of tribal development, it becomes important to understand the concept of tribe, which is of course, contextual to their image. A large number of governmental and non-governmental agencies are involved in tribal development. While the problem of tribal development in India is primarily linked with the backwardness of tribal areas, poverty of the tribal people and the issue of integration of tribals with the rest of the population, the concept of development in tribal situations pose a number of difficulties. Even a good definition of tribal development may undergo scrutiny. Sociologists and Policy Makers view the tribal development as (a) a movement emphasizing building upon organizational structures, (b) a programme emphasizing on activities, (c) as a method of emphasizing certain achievable ends, (d) as a process of emphasizing upon what happens to people not only economically and socially but also psychologically, and (e) institutionalization of newly discovered skills and procedures leading to social change without completely breaking away from the past. However, many studies point out that the integrated developments of the tribals have brought out the inadequacies of these programmes. Though the efforts have been in the direction for the development of tribal particularly with the creation of special multi-purpose tribal blocks during the second plan period, however, a major breakthrough took place in the Fifth Five Year Plan in which a new strategy of tribal sub-plan for preparing micro plans for relatively valuably tribal groups requiring special attention was enunciated. In this context, the present study tries to retrospect the impact and implications of tribal welfare and developmental programmes in Erstwhile Warangal District of Telangana State.
