Book excerpt: Why has the promise of American democracy been so persuasive to immigrants despite prejudice regarding cultural inferiority, a history of slavery and genocide, violations of human rights, media manipulations, and imperial self-righteousness? How can we analyze, understand, and evaluate the response patterns of immigrants, which evolved after the shock of arrival in the United States and the encounter with severe democratic shortcomings? This book investigates patriotic dissent of naturalized German immigrants to overcome what I call "the democratic gap," namely the discrepancy between democratic ideals and practices. By turning to six force fields (abolitionism, female emancipation, cultural pluralism, patriotic performance culture, the civil rights movement, and Holocaust consciousness), a comparison of democratic criticism between German immigrants and African American writers reveals the underlying premises of transcultural confrontations and hidden motives behind declarations of Americanness. The response patterns discussed are also relevant for other immigrant groups such as Asian Americans, Arab Americans, or Hispanic and Latino Americans.

Popular political economy research has remained biased towards advanced countries and has neglected developing and transition economies. Publications on CEE countries? public finances seem to be reluctant to apply the conceptual framework of standard political economy to these countries because of the assumption that CEE economies are different from their Western peers. But is this really the case? Are CEE economies so much different that none of the well-known ?Western? political economy concepts or models can be applied to the analysis of fiscal performance in the region? Benczes demonstrates that they can be safely applied in the context of CEE economies as well. He sees no need to develop a separate or unique theory designed for the study and understanding of (one-time) transition economies. ÿ

Book excerpt: Congress and the Obama Administration have expressed interest in addressing multinational corporations' ability to shift profits into low- and no-tax countries with little corresponding change in business operations. Several factors appear to be driving this interest. Economists have estimated that profit shifting results in significant tax revenue losses annually, implying that reducing the practice could help address deficit and debt concerns. Profit shifting and base erosion are also believed to distort the allocation of capital as investment decisions are overly influenced by taxes. Fairness concerns have also been raised. If multinational corporations can avoid or reduce their taxes, other taxpayers (including domestically focused businesses and individuals) may perceive the tax system as unfair. At the same time, policymakers are also concerned that American corporations could be unintentionally harmed if careful consideration is not given to the proper way to reduce profit shifting. This book is intended to assist Congress as it considers what, if any, action to curb profit shifting. This book discusses the methods used for shifting profits only to the extent that it is necessary for interpreting the data or discussing policy options. In addition, this book addresses tax havens; basic concepts and policy issues of U.S. international corporate taxation; and reforms of U.S. international taxation.
