This testimony addresses the extent to which TSA (1) provides guidance to airport operators for the SPP application process, (2) assesses and monitors the performance of private versus federal screeners, and (3) compares the costs of federal and private screeners. This statement is based on reports and a testimony GAO issued from January 2009 through January 2014. L. 107-71, 2001) requires that the Transportation Security Administration (TSA) screen 100 percent of checked baggage at airports. To fulfill this mandate, TSA procures, installs, and maintains screening systems for checked baggage at airports through its Electronic Baggage Screening Program (EBSP). The Homeland Security Operational Analysis Center was asked to produce a 20-year EBSP technology roadmap to inform the future of checked baggage screening. One possibility for improved baggage screening is to incorporate recent advances in artificial intelligence (AI) and machine learning (ML) in the screening process. There is a large and growing list of cognitive tasks for which ML can outperform humans, and many of these tasks are similar to those involved in TSA's screening process for checked baggage. The authors of this Perspective describe the current state, challenges, and outlook for AI and ML, using the EBSP example as a case study. The authors build on research and analysis conducted more broadly on technology development for EBSP, and much of this Perspective is drawn from the non-publicly available documentation of that work. The findings will likely be of interest to those planning to incorporate AI or ML into legacy technology systems.

This report reviewed the SPOT program and analyzed: (1) the extent to which TSA validated the SPOT program before deployment; (2) implementation challenges; and (3) the extent to which TSA measures SPOT's effect on aviation security. Hernandez and wounding of other TSA employees and a passenger on November 1, 2013, at Los Angeles International Airport (LAX), Administrator John S. Pistole called for a comprehensive review of the Transportation Security Administration's (TSA) policies, procedures, and training to identify possible improvements to safety and security for TSA employees. The following report provides a summary of TSA actions as a result of this review. Its scope is limited to TSA employees serving to protect the public at our nation's airports. The agency's response focuses primarily on those areas with the greatest effect on safety and security for the workforce: mandatory training, improved communication systems and policies, and enhanced law enforcement presence. A total of fourteen recommendations were adopted.The steps outlined in this report represent a combination of alternatives identified by an internal working group or "Integrated Project Team" (IPT) and ideas generated by TSA employees in response to a request for feedback from Administrator Pistole. The agency's response further reflects extensive feedback and participation by industry stakeholders including law enforcement, airport operators, the employee union, and various associations. TSA is greatly appreciative of the collaborative engagement of these stakeholders and remains committed to working closely with all involved entities in continued efforts to provide enhanced safety and security measures for TSA employees.In the immediate aftermath of the incident, the Administrator assembled a senior leadership crisis action team to advise him on actions to heighten security at airports in the short term. The Administrator also invited key stakeholders to TSA headquarters to share their ideas regarding possible improvements. Thereafter, the agency identified several significant actions aimed at improving officer safety and security. These actions are as follows: (1) strengthening active shooter training by mandating such training for all TSA employees and requiring practical training exercises; (2) improving the existing communications infrastructure through TSA's acquisition of duress alarms where gaps have been identified; (3) adopting recommended standards for law enforcement presence at checkpoints and ticket counters during peak travel times for airports which do not presently employ a fixed post plan; (4) publishing a minimum recommended standard for airport operators of conducting bi-annual active shooter training and exercises; (5) ensuring explicit incorporation of maximum response times in all Airport Security Programs (ASPs) utilizing flexible response options; and (6) extending the temporary redeployment of additional Visible Intermodal Prevention and Response (VIPR) teams to airports. The measures relating to law enforcement presence at the checkpoints take into account the responsibility of airport operators to provide a law enforcement presence under 49 U.S.C. § 44903(c) and 49 CFR § 1542.215. Details regarding these actions are set forth in this report. The agency continues to engage in further discussions and initial planning in support of future physical checkpoint enhancements and more long term modifications.

Book excerpt: "Since 2009, the Transportation Security Administration's (TSA) Secure Flight program has changed from a program that identifies passengers as high risk solely by matching them against the No Fly List, composed of individuals who should be precluded from boarding an aircraft, and the Selected List, composed of individuals who should receive enhanced screening at the airport security checkpoint, to one that assigns passengers a risk category: high risk, low risk, or unknown risk. Secure Flight has established program goals that reflect these new program functions; however, current program performance measures do not allow Secure Flight to fully assess its progress toward achieving all of its goals. Furthermore, TSA lacks timely and reliable information on all known cases of Secure Flight system matching errors. TSA has processes in place to implement Secure Flight screening determinations at airport checkpoints, but could take steps to enhance these processes. TSA information from May 2012 through February 2014 indicates that screening personnel have made errors in implementing Secure Flight determinations at the checkpoint. However, TSA does not have a process for systematically evaluating the root causes of these screening errors. Evaluating the root causes of screening errors, and then implementing corrective measures, in accordance with federal internal control standards, to address those causes could allow TSA to strengthen security screening at airports. The Department of Homeland Security Traveler Redress Inquiry Program (DHS TRIP) affords passengers who may have been incorrectly matched to or listed on high-risk lists based on the Terrorist Screening Database (TSDB)--the U.S. government's consolidated list of known and suspected terrorists--an opportunity to seek redress. Passengers who, through the redress process, are determined to have been misidentified to a TSDB-based high-risk list are added to the TSA Cleared List, which allows them to be cleared (not identified as high risk) nearly 100 percent of time. In fiscal year 2013, DHS TRIP began working to reduce processing time for its redress and appeals cases. Specifically, DHS has reduced its target for average number of days for redress cases to be closed and has established a performance goal for the appeals process. DHS TRIP plans to periodically review its progress in achieving its appeals performance goal and determine by February 2015 whether further changes to the appeals process are warranted. TSA has taken steps to implement several of the privacy oversight mechanisms it planned to establish when Secure Flight implementation began in 2009, but additional actions could allow TSA to sustain and strengthen its efforts. TSA has implemented privacy training for new Secure Flight staff, and all DHS employees receive annual privacy training. However, existing Secure Flight staff do not receive job-specific privacy refresher training consistent with Office of Management and Budget (OMB) requirements. Providing job-specific privacy refresher training could further strengthen Secure Flight's protection of personally identifiable information. TSA also documents some aspects of its Secure Flight privacy oversight mechanisms, such as scheduled destructions of passenger data. However, TSA does not have a mechanism to comprehensively document and track key privacy-related issues and decisions that arise through the development and use of Secure Flight. In GAO's September 2014 reports, GAO recommended that TSA develop measures to address all aspects of performance related to Secure Flight program goals, develop a mechanism to systematically document the number and causes of Secure Flight system matching errors, develop a process to regularly evaluate the root causes of screening errors at security checkpoints and implement measures to address these causes, provide job-specific privacy refresher training for Secure Flight staff, and develop a mechanism to document and track key Secure Flight privacy issues and decisions. DHS concurred with GAO's recommendations."--Highlights.
