Presented is a step-by-step format which describes the sequential phases common to all programming and prioritizing techniques. The report represents the state of the art of priority programming obtained through a survey of the methodologies developed by twenty-six state transportation departments, it details the prioritizing techniques of Arizona, Wisconsin, Minnesota, New Jersey, and California to illustrate how priority programming can respond to each state's unique goals and objectives.

Book excerpt: This synthesis will be of interest to transportation department administrators, financial managers, program area managers, and others who are concerned with the financing, budgeting, and funding aspects of managing the transportation infrastructure. It will also be of interest to others outside of the state department of transportation (DOT), including state legislators, metropolitan planning organizations (MPOs), local government officials, and environmental agencies who interact with the DOTs in programming and project development. The synthesis presents information on changes in the capital programming process instituted by DOTs in response to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and to other factors that affect both policy and practice in developing and managing their capital program. This report of the Transportation Research Board describes key influences on programming, including federal, state, and local regulations, and the changes that have resulted. It also discusses programming and project selection methods used by the states, such as the criteria for setting priorities, use of management systems, tradeoff analyses, and public involvement. The key aspects of revenue forecasting and cash management as they relate to programming issues are also highlighted.

Book excerpt: This dissertation research combined the multidimensional discipline of management with transportation planning practices. Specifically, the purpose of this research was directed towards addressing better the elements of the metropolitan transportation plan ning process involving capital programming and project selection in regard to small and medium sized urban areas. Numerous managerial decision-making models and project selection and prioritization methodologies have been developed and applied to a wide range of disciplines. First, a comprehensive review of project prioritization methodologies currently being used by other metropolitan planning organizations (MPOs) and state departments of transportation (DOTs) along with their respective performance measures was performed. A new methodology for assessing and prioritizing the transportation improvement projects was then developed as an extension of these research efforts. The new methodology consists of elements from the aforementioned examination of the managerial decision-making models and the review of prioritization methodologies. The methodology was applied to demonstrate the project selection and prioritization process using a database of projects in the Regional Planning Commission of Greater Birmingham (RPCGB) Transportation Improvement Program (TIP). Recommendations and guidelines for implementation of the new methodology and other suggested methodologies for use by small and medium-sized urban areas were developed.

Book excerpt: In a present situation of transportation agencies, fund for different construction and maintenance projects in transportation is limited. So, there is a need to maintain the existing assets. Highway agencies need to justify the use of fund. This research focuses on a methodology to develop a web based transportation asset management trade-off tool to support the data driven decision at the project level. The performance of the transportation system depends on the performance of multiple assets such as pavements and bridges. Therefore, there is a need for a method to determine the weight of multiple assets within a project to determine a single index showing the importance of the project. This index helps to prioritize all the projects being considered. Different objectives for defining the asset weight with the range of values for their criteria weight is defined. The Analytic Hierarchy Process (AHP) which was used in this research can incorporate both the quantitative and qualitative objectives. It focuses on developing a project level multi-asset prioritization tool that helps decision makers to justify the project selection decisions. Pavement and bridge are the two major assets in the roadway network. The project level prioritization is carried out using the data for these two assets. The AHP method uses the available data for different criteria for pavements and bridges to calculate the relative priority weight of asset. The decision support tool is developed in a web based platform using vb.NET and the pavement and bridge data is provided by ODOT to rank the projects in the work plan. Data driven results following a subjective comparison of the criteria will ultimately give the ranking of the projects. Decision makers can analyze the various selection criteria to change the schedule, add new projects, postpone or prepone the projects considering all the socioeconomic factors related to the project. The flexible framework of the web tool can also be modified or adapted to accommodate the addition of objectives or specific measures.

Book excerpt: Such integration of scenario planning and MCDA provides a balanced view of both the analytical and intuitive components of the decision-making process and allow comparisons between different roles of various stakeholders. The framework is then applied to set priorities for nine recent urban transport projects constructed within a two-year framework in the Tianjin Binhai New Area, China. In addition, a case study on World Bank's infrastructure investment portfolio in China is also conducted in which a selection of urban transport projects in eight different cities is ranked. The results show that the proposed framework could serve as a consistent, robust and comprehensive infrastructure project prioritization strategy that reconciles diverse perspectives among stakeholders while introducing sustainability in urban transport decision making and linking the prioritization process to the transportation planning that precedes it.
