He thought he could draw heavily on nature with impunity and that he could infinitely dump his waste into the environment. We have come to know better now: virtually everyone is well aware that one cannot just go on burdening the environment of man, animal and plant to such an extent. TNO, the Netherlands Organization for Applied Scientific Research, is among those research institutions that are working on economically feasible solutions for pollution problems resulting from human activities. Soil contamination and remediation feature as important topics in TNO's environmental research programme. In view of the international scope of the problem, TNO organized an international conference on this subject in Utrecht, the Netherlands, in November 1985, which met with a worldwide response from the scientific community as well as from governments and industry. The international interest taken in soil contamination is underlined by the fact that the Second International Conference on Contaminated Soil takes place in a country where remedial action is being given high political priority.

The last decade has seen growing interest in using aggressive source remediation technologies to remove contaminants from the subsurface, but there is limited understanding of (1) the effectiveness of these technologies and (2) the overall effect of mass removal on groundwater quality. This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. The report proposes elements of a protocol for accomplishing source remediation that should enable project managers to decide whether and how to pursue source remediation at their sites.

Book excerpt: The main aim of this paper is to present some new and general results, ap plicable to the the equations of two phase flow, as formulated in geothermal reservoir engineering. Two phase regions are important in many geothermal reservoirs, especially at depths of order several hundred metres, where ris ing, essentially isothermal single phase liquid first begins to boil. The fluid then continues to rise, with its temperature and pressure closely following the saturation (boiling) curve appropriate to the fluid composition. Perhaps the two most interesting theoretical aspects of the (idealised) two phase flow equations in geothermal reservoir engineering are that firstly, only one component (water) is involved; and secondly, that the densities of the two phases are so different. This has led to the approximation of ignoring capillary pressure. The main aim of this paper is to analyse some of the consequences of this assumption, especially in relation to saturation changes within a uniform porous medium. A general analytic treatment of three dimensional flow is considered. Pre viously, three dimensional modelling in geothermal reservoirs have relied on numerical simulators. In contrast, most of the past analytic work has been restricted to one dimensional examples.

Book excerpt: About 20 years ago the emphasis in soil chemistry research switched from studies of problems related to scarcities of plant nutrients to those arising from soil pollutants. The new problems have come about because of the excessive uses of fertilizers, the inputs from farm and industrial wastes, the widespread applications of anthropogenie xenobiotic chemicals, and the deterioration of soil structure resulting from certain modern agriculture practises. The International Society of Soil Science (ISSS) recognized these problems and challenges. A provisional Working Group was set up in 1978 to focus attention on soil colloids with a view to understanding better the interactions wh ich take place at their surfaces. It was recognized that these interactions are fundamental to problems of soil fertility, as weIl as to those of soil pollution. After the group had received the official support of ISSS at its 12th International Congress in New Delhi in 1982 it set as its priority the assembling and evaluation of information, relevant to the soil and environmental sciences, concerning the composition and structure of soil colloids. Prior to that aseries of Position Papers were published in the Bulletin of the International Society of Soil Science (Vol. 61, 1981) outlining the state of knowledge about the composition and properties of soil colloids.

Book excerpt: Bioavailability refers to the extent to which humans and ecological receptors are exposed to contaminants in soil or sediment. The concept of bioavailability has recently piqued the interest of the hazardous waste industry as an important consideration in deciding how much waste to clean up. The rationale is that if contaminants in soil and sediment are not bioavailable, then more contaminant mass can be left in place without creating additional risk. A new NRC report notes that the potential for the consideration of bioavailability to influence decision-making is greatest where certain chemical, environmental, and regulatory factors align. The current use of bioavailability in risk assessment and hazardous waste cleanup regulations is demystified, and acceptable tools and models for bioavailability assessment are discussed and ranked according to seven criteria. Finally, the intimate link between bioavailability and bioremediation is explored. The report concludes with suggestions for moving bioavailability forward in the regulatory arena for both soil and sediment cleanup.

The Proceedings of this Workshop (Report EUR 13060 EN, 1990) are a reference document in the fielet This book is based on the papers presented at the Eurocourse EIAl91 held at the JRC, Ispra in the Autumn of 1991. Based on this premise, the next stage of management may be identified as risk based sustainable environmental management. The goal of this style will be the risk based, long term, harmonious management of economic resources and environmental preservation for health, safety and prosperity of sustainable populations. When evaluation of risk or risk based ranking of management alternatives enter the picture as part of the overall puzzle, then social policy, ethics and health issues assume a very important role in the management strategy. Economic incentives and environmental constraints have to be considered harmoniously, the main emphasis being placed on protection and preservation of human health and the long term sustaining of populations.

At that time, a rather complete inventory of suspected contaminated sites existed in The Netherlands. Time had come to consider further actions for investigations, evaluation and remediation. This concern has been spreading ever since to other European countries and throughout the world. In particular, German scientists and authorities soon recognized the significance of this problem, and consequently joined TNO in organizing and funding a forum for discussions in a series of conferences. Following three venues in German cities, the 5th conference in Maastricht, a Dutch as well as a European city, marks the increasing interest in the international scientific and political community. Application of the concept of sustainable development to soil as an essential element of human existence requires an answer to the question how to meet the needs of today's generation without impairing the possibilities of mankind in the future. As we do not know the needs of the future, especially regarding the functional requirements of soil use, we can hardly do better than starting from the present priorities. This can not mean to guarantee the quality of soil functions everywhere at any time.
