Dans le même temps, une diminution de la demande globale de transport n'est pas aisément envisageable tant celle demande parait associée à la croissance économique. Après un demi-siècle de démocratisation de l'automobile et d'investissements importants dans les infrastructures, l'objectif de réduire d'un facteur quatre les émissions globales de gaz à effet de serre d'ici 2050 pourrait mettre en question des pratiques de mobilité largement acquises, des modes de production générant d'importants flux de marchandises et une relation à l'automobile perçue comme un instrument d'autonomie. Les enjeux environnementaux des transports peuvent ainsi donner lien à des oppositions marquées. Le rapport étudie les relations entre mobilité, transport et environnement afin d'examiner les multiples incidences des mobilités, des transports et leurs effets externes. Ceux-ci sont de nature très diverse : pressions sur l'environnement avec leurs conséquences sur la santé telles les émissions de gaz à effet de serre et de polluants atmosphériques ou le bruit, celles ayant un caractère d'irréversibilité, tels l'artificialisation des sols et les effets de coupures des écosystèmes liés aux infrastructures affectant la biodiversité, mais aussi congestion et insécurité. A l'opposé, les incidences positives méritent d'être rappelées : gains de temps, augmentation de l'accessibilité, gains d'efficacité liés aux échanges... Après un examen des déterminants de la mobilité, de ses développements historiques, de ses formes nouvelles et de ses perspectives, le rapport fait l'inventaire des pressions des transports sur l'environnement et expose les méthodes pour les évaluer. Il examine aussi les instruments de maîtrise des nuisances environnementales des transports, en les replaçant dans le contexte des développements européens. La maîtrise des pressions environnementales du secteur des transports et notamment des émissions de gaz à effet de serre nécessite des mesures combinées sur l'ensemble des leviers d'actions disponibles : développement de technologies plus propres, actions sur les comportements, reports modaux et maîtrise de la mobilité, afin d'atteindre cet objectif de la manière la plus efficace pour la collectivité.
