Book excerpt: La recherche substitue aux approches déterministes des effets des infrastructures sur le développement une analyse des interactions entre, d'une part. des formes d'organisation du transport et des réseaux et d'autre part, des systèmes spatiaux, institutionnels et productifs, Un premier ensemble de travaux s'attache ainsi à considérer le rôle des transports au regard de leur capacité de réponse aux besoins des systèmes productifs. Le transport n'est alors pas un facteur exogène au système économique, mais un moyen de coordination des activités productives. Ces travaux démontrent que l'infrastructure n'est qu'une ressource que les entreprises mobilisent selon les besoins de leurs configurations productives. L'absence d'effet direct entre le niveau d'équipement infrastructurel et l'organisation ou les performances productives est par ailleurs confirmée. Les recherches éclairent ensuite la contribution de modalités de coordination spécifiques à une variété de « trajectoires » de développement, dont la sensibilité aux infrastructures de transport sera différente. Dès lors. une infrastructure de transport ne peut à elle seule générer de fàçon linéaire, directe et causale du développement territorial. Ces premiers travaux trouvent leurs prolongements dans l'analyse de la performance des prestations logistiques et de transport en tant qu'activités de services. Un deuxième volet de recherche met alors l'accent sur les liens entre les systèmes de production industrielle, leurs besoins, et les systèmes de production du transport. Nos travaux démontrent qu'il existe une pluralité de logiques de performance en fonction des logiques productives. Les logiques de durabilité sont elles mêmes diverses, en fonction des contextes productifs. Un troisième ensemble de travaux revient enfin sur les politiques publiques. au travers d'une réflexion quant à leurs modalités d' élaboration ou de mise en œuvre, via l'analyse de la nature des processus de coordination et d'apprentissage entre les acteurs. Ces travaux illustrent l'importance des référentiels, des cadres de référence des politiques publiques. Ils démontrent la rareté des changements radicaux de politiques publiques, même dans un contexte où les problématiques environnementales soulignent une crise de sens. La remise en cause des objectifs poursuivis et des leviers d'action n'est en effet opérée que de manière exceptionnelle, en raison des verrous existants au processus d'apprentissage.
