Book excerpt: Regulatory reforms in the EU’s Eastern neighbourhood countries are not as sluggish as often perceived. Rule enforcement is happening despite the presence of domestic veto players who favour the status quo, the lack of EU membership perspective and the presence of Russia as an alternative governance provider. Using Ukraine as a primary case study, this book examines why convergence with transnational market rules varies across different policy sectors within the Eastern neighbourhood countries. It analyzes the drivers of regulatory change and explores the conditions under which post-Soviet economies integrate with international markets. In doing so, it argues that the impetus for regulatory change in the Eastern neighbourhood lies in specific strategies of domestic empowerment applied by external actors. Furthermore, through the study of the impact of Western and Russian transnational actors, the book concludes that Russia’s presence does not necessarily hinder the integration of the EU’s Eastern neighbours with international markets. Instead, Russia both weakens and strengthens domestic support for convergence with transnational market rules in the region. This book will be of key interest to students and scholars of European/EU studies and international relations, especially in the areas of regulatory politics, transnational governance, public policy, and post-Soviet transitions.

Book excerpt: The European Union (EU) encourages cross-border inter-firm networks as a part of its external governance approach. What is the effect of these networks? Do they lead to regulatory convergence around EU standards in the eastern neighbourhood? Using original survey data, as well as data on regional enterprise-related regulations, this article argues that the density of interaction among private actors and between private actors and regional governments in such networks create conditions for private actors to lobby for regulatory change, resulting in approximations to EU standards. By testing the transnational mechanisms of policy change, the article points to the possibility of integration, even in the absence of membership prospects. However, the findings also indicate that the extent of regulatory change is conditioned by cross-border network structure as well as the institutional distance between the partnering regions.

It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

Book excerpt: This book analyses why the Ukrainian state established asylum laws and policies in the thirty years since 1991, even though the number of asylum seekers was very low. International and non-governmental organisations transferred international asylum norms to Ukraine. Various state and non-state actors participated in this process, translating, spreading, and resisting those norms. In many cases, legislative adoption was driven by domestic politicians’ pursuit of recognition by international organisations, such as the European Union and the Council of Europe, and by their desire to meet conditionality requirements. NGOs sought to influence administrative practices, alternating between confrontational and conciliatory, formal and informal approaches, and often relying on personal contacts. Actors used and shifted between scales in order to transfer norms or resist transfer. In the process, they produced, renegotiated, and confirmed those scales. For instance, NGOs resorting to the European Court of Human Rights to prevent refoulement placed the European scale above the national scale. This book offers a new multi-actor and multi-scalar analysis of policy transfer.
