This book asks: are transnational advocacy networks active in the global information society influential partners in these global governance processes, or merely symbolic tokens—or pawns? New theoretical understandings have reflected this accumulating experience. As the twentieth century came to a close, the practice of global and transnational politics was undergoing a sea change. Understandings of its dynamics were changing along with the practice. Classic paradigms of international relations, which had focused almost exclusively on relations among nation-states, were being expanded to consider the impact of transnational civil society organizations. Recognition of the role of new nonstate actors in global politics was epitomized by the impact of Margaret Keck and Kathryn Sikkink’s Activists beyond Borders in 1998. Their framework is a foundational reference point for the analyses of recent and future trends that are set out in this book. Book excerpt: Bringing the Transnational Advocacy Network (TAN) theory into the world of digital activism, this project explores how international nongovernmental organizational (INGOs) members of a TAN use social media to interact with local activists in their advocacy for freedom of speech in Cuba. On a more critical level, the research analyzes the INGOs' role as information gatekeepers, identifying and measuring the extent to which INGOs self-select the information they receive and share through social media. To evaluate the questions, the degree to which information is disseminated through INGO social media advocacy campaigns reflects the informational content and local agenda of Cuban activists--here represented by Yoani Sánchez and her blog Generacíon Y (GenY)--is examined. Although the research provides a statistical summary of INGO social media use, for descriptive depth, the exploration is deeper than a mechanistic assessment of Tweets and posts, analyzing the actual information and content disseminated by INGOs through social media. This study includes a descriptive typology of social media used in today's INGO advocacy campaigns and a comprehensive, holistic examination of the state of freedom of speech in Cuba. While each of the latter is of secondary importance, they are necessary to provide technological and ideological context for the study. Ideological variations in conceptualizations of freedom of speech and expression are delineated, not only for context, but also to provide a greater transparency in the research, given the potential for latent or implicit biases in cross-cultural studies.The social media content of GenY and the select INGOs provided rich data. Data were collected from multiple sources during three separate bounded time frames to provide triangulation and strengthen the validity of the research (Stake, 2013; Yin, 2003). Data revealed overall patterns that were supported by in-depth "snapshots" of INGO dissemination of GenY information.Under the theoretical umbrella of TAN information politics, a mixed-methods approach was applied. Five sets of data were collected and analyzed: a numerical analysis of relative social media output, a qualitative comparative analysis of all GenY and INGO social media content for five year period, an in-depth "snapshot" qualitative analysis of GenY blog and Twitter output and corresponding INGO activity, a "snapshot" statistical analysis of INGO social media content relating to Cuba. Lastly, personal interviews with leading staff members of three of the six INGOs were conducted and synthesized to provide insight from the INGOs' perspective.Results reveal a significant disconnect between the local and the global. Specifically, the INGOs self-select the information on Cuba that they receive and share through social media, in effect "cherry-picking" the information they utilize in compiling position papers and annual indices, which consistently rank Cuba as one of the lowest of the low in terms of freedom of expression. The results call for a re-examination of the credibility of such reports given the profound foreign policy influence that is wielded INGOs, especially in light of the fragile beginning of normalization of relations between the United States and Cuba.

Climate change is predicted to lead to an increased intensity and frequency of natural disasters. An increase in extreme weather events, global temperatures and higher sea levels may lead to displacement and migration, and will affect many dimensions of the economy and society. Although scholars are examining the complexity and fragmentation of the climate change regime, they have not examined how our existing international development, migration and humanitarian organizations are dealing with climate change. Focusing on three institutions: the United Nations High Commissioner for Refugees, the International Organization for Migration and the United Nations Development Programme, the book asks: how have these inter-governmental organizations responded to climate change? And are they moving beyond their original mandates, given none were established with a mandate for climate change? It traces their responses to climate change in their rhetoric, policy, structure, operations and overall mandate change. Hall argues that international bureaucrats can play an important role in mandate expansion, often deciding whether and how to expand into a new issue-area and then lobbying states to endorse this expansion. They make changes in rhetoric, policy, structure and operations on the ground, and therefore forge, frame and internalize new issue-linkages. This book helps us to understand how institutions established in the 20th century are adapting to a 21st century world. It will be of great interest to scholars and students of International Relations, Development Studies, Environmental Politics, International Organizations and Global Governance, as well as international officials.

Northern NGOs have lost power and influence and been restricted in their access to southern states. Southern NGOs have developed a capacity to undertake advocacy on their own and often built closer relationships with their own governments. International institutions have become more open to southern NGOs and more skeptical of southern NGOs' claims to speak for southern populations. The result is that the boomerang theory, although still useful, no longer provides the broad explanation for advocacy. A wealth of recent articles (many by contributors to this volume) showed a growing scholarly recognition of the need for new theory. "Beyond the Boomerang" offers cutting-edge scholarship and synthesizes a new theoretical framework to develop a coherent, integrated picture of the current dynamics in global advocacy. .

Since the expansion of digital technology in the mid-1990s, they have undergone a technological revolution that has disrupted long-established modes of creating, distributing, and using works ranging from literature and news to film and music to scientific publications and computer software. In the United States and internationally, these disruptive changes have given rise to a strident debate over copyright's proper scope and terms and means of its enforcement-a debate between those who believe the digital revolution is progressively undermining the copyright protection essential to encourage the funding, creation, and distribution of new works and those who believe that enhancements to copyright are inhibiting technological innovation and free expression. Intersecting crises have sharpened social and political polarization and have contracted simultaneously the space for migrant and minority rights as well as the rights around political dissent. Building upon social movement and migration studies, this book maps the two sides of 'contentious solidarity' a shrinking civic space and its contestation by civil society. The book thereby unfolds the variety of repressive means (physical, legal, administrative and discursive) employed by governmental and non-governmental bodies against migrant solidarity, but also looks at how civil society organizations react to these restrictions through at times moderation and at times increasing contention. The diagnosis of 'contentious solidarity' is located within two broader trends affecting the relationship between the state and civil society in a neoliberal context in general and since the financial crisis in particular.
