Book excerpt: This report describes electricity transmission cost allocation methodologies for transmission projects developed to maintain or enhance reliability, to interconnect new generators, or to access new resources and enhance competitive bulk power markets, otherwise known as economic transmission projects. As this report was being finalized, FERC issued a proposed rule in June 2010 that would require each transmission provider to participate in a regional grid planning process and to study transmission that may be required to meet state or federal policy requirements such as renewable energy standards. The proposed rule would also require the transmission provider to create a grid planning agreement with each neighboring region.

Download or read book A Survey of Transmission Cost Allocation Methodologies for Regional Transmission Organizations written by and published by . This book was released on 2011 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transmission cost allocation is commonly cited as a key issue in determining whether new transmission is built or not. Transmission cost allocation can be particularly contentious for multi-state transmission projects that cross more than one state, as the benefits of the proposed project may accrue unevenly to market participants. Several Regional Transmission Organizations (RTOs) have experimented with innovative transmission cost allocation strategies, and that is the primary focus of this report. Table 1 presents transmission cost allocation methodologies for reliability transmission projects, generation interconnection, and economic transmission projects for all RTOs.

Book excerpt: Transmission Planning and Cost Allocation by Transmission Owning and Operating Public Utilities (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition) The Law Library presents the complete text of the Transmission Planning and Cost Allocation by Transmission Owning and Operating Public Utilities (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition). Updated as of May 29, 2018 The Federal Energy Regulatory Commission is amending the transmission planning and cost allocation requirements established in Order No. 890 to ensure that Commission-jurisdictional services are provided at just and reasonable rates and on a basis that is just and reasonable and not unduly discriminatory or preferential. With respect to transmission planning, this Final Rule requires that each public utility transmission provider participate in a regional transmission planning process that produces a regional transmission plan; requires that each public utility transmission provider amend its OATT to describe procedures that provide for the consideration of transmission needs driven by public policy requirements in the local and regional transmission planning processes; removes from Commission-approved tariffs and agreements a federal right of first refusal for certain new transmission facilities; and improves coordination between neighboring transmission planning regions for new interregional transmission facilities. Also, this Final Rule requires that each public utility transmission provider must participate in a regional transmission planning process that has: A regional cost allocation method for the cost of new transmission facilities selected in a regional transmission plan for purposes of cost allocation; and an interregional cost allocation method for the cost of certain new transmission facilities that are located in two or more neighboring transmission planning regions and are jointly evaluated by the regions in the interregional transmission coordination procedures required by this Final Rule. Each cost allocation method must satisfy six cost allocation principles. Book excerpt: Uplift Cost Allocation and Transparency in Markets Operated by Regional Transmission Organizations and Independent System Operators (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition) The Law Library presents the complete text of the Uplift Cost Allocation and Transparency in Markets Operated by Regional Transmission Organizations and Independent System Operators (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition). Updated as of May 29, 2018 The Federal Energy Regulatory Commission is revising its regulations to improve transparency practices for regional transmission organizations (RTO) and independent system operators (ISO). The Commission requires that each RTO/ISO establish in its tariff: Requirements to report, on a monthly basis, total uplift payments for each transmission zone, broken out by day and uplift category; requirements to report, on a monthly basis, total uplift payments for each resource; requirements to report, on a monthly basis, for each operator-initiated commitment, the size of the commitment, transmission zone, commitment reason, and commitment start time; and the transmission constraint penalty factors used in its market software, as well as the circumstances under which those factors can set locational marginal prices, and any process by which they can be changed. The Commission is withdrawing its proposal to require that each RTO/ISO that currently allocates the costs of real-time uplift to deviations allocate such real-time uplift costs only to those market participants whose transactions are reasonably expected to have caused the real-time uplift costs. Book Regional Transmission Projects

Download or read book Regional Transmission Projects written by and published by . This book was released on 2005 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts. Book Socialized is Not a Dirty Word

Download or read book Socialized is Not a Dirty Word written by Jordan Smith and published by . This book was released on 2014 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the Federal government's requirement that electric utilities allow other power generators to use their transmission lines, investment in the U.S. electric grid has faltered. The effects of underinvestment in the grid has limited the proper function of competitive energy markets, and stifled investment in renewable energy sources. The Federal Energy Regulatory Commission (the “FERC”) has allowed states belonging to planning regions that coordinate transmission development to create multiple methods for allocating the costs of new facilities crossing state lines. Many of these methods use models to forecast which customers in each state benefit from the facility, and then assign costs based on those determinations. This Note argues that the fluid nature of the modern grid defies attempts to assign costs so specifically, and that instead the only cost allocation method the FERC can allow that also complies with the 16 U.S.C. § 824d(a) requirement that rate determinations be “just and reasonable” is if it requires the costs of high-voltage interstate transmission facilities to be spread among all customers in a planning region.

Book Offer Caps in Markets Operated by Regional Transmission Organizations and Independent System Operators Us Federal Energy Regulatory Commission Regulation Ferc 2018 Edition

Download or read book Offer Caps in Markets Operated by Regional Transmission Organizations and Independent System Operators Us Federal Energy Regulatory Commission Regulation Ferc 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-10-14 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Offer Caps in Markets Operated by Regional Transmission Organizations and Independent System Operators (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition) The Law Library presents the complete text of the Offer Caps in Markets Operated by Regional Transmission Organizations and Independent System Operators (US Federal Energy Regulatory Commission Regulation) (FERC) (2018 Edition). Updated as of May 29, 2018 The Federal Energy Regulatory Commission is revising its regulations to address incremental energy offer caps. We require that each regional transmission organization (RTO) and independent system operator (ISO): Cap each resource's incremental energy offer at the higher of $1,000/megawatt-hour (MWh) or that resource's verified cost-based incremental energy offer; and cap verified cost-based incremental energy offers at $2,000/MWh when calculating locational marginal prices (LMP). Further, we clarify that the verification process for cost-based incremental offers above $1,000/MWh should ensure that a resource's cost-based incremental energy offer reasonably reflects that resource's actual or expected costs. This Final Rule will improve price formation by reducing the likelihood that offer caps will suppress LMPs below the marginal cost of production, while compensating resources for the costs they incur to serve load, by enabling RTOs/ISOs to dispatch the most efficient set of resources when short-run marginal costs exceed $1,000/MWh, by encouraging resources to offer supply to the market when it is most needed, and by reducing the potential for seams issues. Book Improving U S Transmission Expansion Policy Through Order No 1000

Download or read book Improving U S Transmission Expansion Policy Through Order No 1000 written by Richard M. Benjamin and published by . This book was released on 2016 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This article examines the latest attempt of the United States' regulatory agency, the Federal Energy Regulatory Commission (FERC), to promote transmission expansion through the transmission planning and cost allocation principles contained in its recently issued Order No. 1000. It finds the level of detail contained in the order's cost allocation principles to be insufficient to achieve FERC's goals. It argues that the order does provide important principles for both transmission planning and expansion, though. It thus presents a cost allocation methodology which channels the order's strengths. Specifically, the methodology obtains an estimate of the benefits of a project and aligns the costs and benefits of the project accordingly.

Book Federal Energy Regulatory Commission Rulemaking on Regional Transmission Organizations

Download or read book Federal Energy Regulatory Commission Rulemaking on Regional Transmission Organizations written by Paul L. Joskow and published by . This book was released on 1999 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: On May 13, 1999, the Federal Energy Regulatory Commission (FERC) issued a Notice of Proposed Rulemaking (NOPR) on Regional Transmission Organizations (RTO). The purpose of the NOPR is to solicit comments on proposed FERC regulatory rules that would encourage transmission system owners to participate in regional transmission organizations. Such organizations would manage various aspects of the operation and expansion of the nation's high-voltage electricity transmission system to support developing competitive wholesale and retail electric generation service markets that rely on these transmission networks. Regional integration of transmission systems is thought to be required in order to manage more effectively transmission network operations, to internalize various network externalities, and to facilitate the development of competitive electricity markets. The FERC initiative aims to speed the development of such regional organizations. I prepared the attached comments in response to FERC's RTO NOPR. My comments focus primarily on the future structure of the regulatory framework that governs how transmission system owners and operators will be compensated for providing transmission service. I also present a framework for evaluating the benefits and costs of not-for-profit ISOs that operate transmission facilities owned and maintained by others vs. for-profit Independent Transmission Companies (Transcos) that own, maintain, and operate their own transmission facilities.
