Some countries are still emerging from the era of cold war politics, while debilitating internal struggles continue to plague others. Ethiopia, Namibia, South Africa, Uganda, and more recently, Angola and Mozambique are examples of the former. The latter is illustrated by the situation in countries such as Liberia, Somalia and the Sudan. This study, the transition from war to peace in Sub-Saharan Africa, offers practical guidance and examples of good practice for improving the design and implementation of programs for demobilization, reinsertion, and reintegration of ex-combatants and their dependents in client countries. It also provides a list of early warning signals that indicate whether the demobilization and reintegration programs (DRPs) process is not going according to plan and suggests preventive actions. Work on the ground, as well as case analysis in countries such as Ethiopia, Namibia, Uganda, Angola, Mozambique, and Rwanda form the basis of the suggested good practice in DRPs.

Book excerpt: Cultures of violence are characteristic of many countries in sub-Saharan Africa and attempts to move towards cultures of peace have often proved difficult and ineffectual. And yet, the wide variations in levels of violence within and between countries show that it is not inevitable; rather, it is the result of choices made at individual, community and societal levels. This book examines the potential of peace infrastructures as vehicles to strengthen and spread progress towards cultures of peace. Peace infrastructures vary hugely in sophistication and level. The examples examined in this book range from tiny structures which help resolve conflicts between individuals and within community organisations, peace committees which serve local communities, peace education and peace club programmes in schools, mediation mechanisms to prevent election violence and to ministries of peace to coordinate government and non-government efforts in peacemaking and peacebuilding. The overall finding is that the development of peace infrastructures at all levels has great potential to build cultures of peace. 1. It is the only book available which documents the experience and potential of nonviolence in post-independence sub-Saharan Africa. 2. It makes a persuasive case for the development of various peace infrastructures in order to make peace sustainable. 3. Here, for the first time, teams of African scholars based in those countries principally affected examine what is happening. Their findings are only the first step in an ongoing, policy-relevant process of investigation and action. They share a belief that a development agenda designed to improve the lives of the people and strengthen national economies cannot be effectively pursued until the continent masters its problems of governance. The first aim of these scholars has been to understand the complex and diverse roots of the conflicts. To this end, they analyse a cross-section of such conflicts from various countries -- Angola, Burundi and Rwanda, Liberia and Sierra Leone, Somalia and Somaliland. They also reflect more generally on the obstacles to comprehending conflict in Africa. Possible ways of anticipating, containing and indeed preventing new conflicts are discussed. The experience of successful transitions to peace are investigated in a number of cases, including Northern Mali and Nigeria after its civil war of 1967-70, as are issues such as the part played by NGOs in Rwanda and the role of regional and international cooperation. There is also much discussion of what new research is needed and proposals for mastering conflict in future. These range over a wide diversity of measures, including, for example, ideas like a moratorium on the importation of arms, trans-frontier development projects, political reform that creates real space for effective participation by different social groups, and governmental decentralisation. This volume, which is ACDESS's first output under this research programme, represents a significant contribution by African intellectuals to resolving the most intractable problems confronting Sub-Saharan Africa. Its appearance could not be more timely.
