Book Pupil Transportation and the Law

Download or read book Pupil Transportation and the Law written by Ralph D. Mawdsley and published by Education Law Association. This book was released on 1996 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: School officials face a daunting array of legal responsibilities in managing student transportation. This monograph identifies and discusses the most important transportation problems facing school officials, despite the considerable variances among state requirements. Following the introductory section, section 2 describes school districts' and school boards' liability for transportation decisions, including school-bus safety and requirements, selection of transportation, care owed to students during transportation, and school defenses in transportation literature. The third section outlines the legal responsibility involved in the school district's duty to transport students, including governance decisions, general financial considerations, funding of transportation, transportation of nonpublic students, transportation for special-needs students, and transportation for desegregation purposes. A conclusion reached in the final section is that legislative or administrative statutes or regulations face judicial scrutiny under federal and state constitutional standards, as well as consistency within the total state legislative scheme. Transportation guidelines, a table of cases, and an index are included. (LMI)

Book Coordination of Transit and School Busing in Iowa

Download or read book Coordination of Transit and School Busing in Iowa written by Stephen Andrle and published by . This book was released on 2003 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2003 Iowa General Assembly asked the Iowa Department of Transportation (Iowa DOT) to conduct a study of Iowa public policy regarding coordination of public transit services and school transportation. This report describes the efficiencies that may be obtained by coordinating transit management and maintenance systems in the areas of school transportation, public transit, and other forms of public transportation. As requested by the Iowa DOT, the Center for Transportation Research and Education (CTRE) at Iowa State University studied these issues and prepared this report. CTRE conducted a survey of the 35 transit agencies in Iowa and school districts served by public transit agencies to determine the extent and nature of coordination. Twenty-three transit agencies coordinate in some manner with over 45 school districts. The nature of the coordination varies with the urban or rural nature of the area. The results of the study show that Iowa policy is supportive of coordination activities, coordination occurs when there is clear benefit to both parties, coordination can result in efficiencies and cost savings, and the safety records of school bus and public transit in Iowa are both excellent and comparable.
