No such naturalization is possible in multinational states. To explain why these countries experience political crises that bring their very existence into question, standard accounts point to conflicts over resources, security, and power. This book turns the spotlight on institutional symbolism. When minority nations in multinational states press for more self-government, they are not only looking to protect their interests. They are asking to be recognized as political communities in their own right. Yet satisfying their demands for recognition threatens to provoke a reaction from members of majority nations who see such changes as a symbolic repudiation of their own vision of politics. Secessionist crises flare up when majority backlash reverses symbolic concessions to minority nations. Through a synoptic historical sweep of Canada, Spain, Yugoslavia, and Czechoslovakia, The Symbolic State shows us that institutions may be more important for what they mean than for what they do. Book excerpt: Unravelling the debate about the Spanish nation and its identity in the new democracy, this book looks at the issue as both a historical debate and a contemporary political problem, particularly complex due to the legacy of the Francoist Dictatorship which deeply eroded the legitimacy of Spanish nationalism. During and since the transition Spanish nationalist discourse has evolved to meet the challenge of new concepts of nation and identity. These formulations argue very different configurations of the relationship between nation and state. While the Constitution of 1978 defines Spain as a nation of nationalities, many politicians and intellectuals now claim that Spain is a nation of nations, others that it is a nation of nations and regions, or a post-traditional nation state, or post-national state. For the peripheral nationalists, it is merely a state of nations and regions. What is at issue is not whether Spain exists or not as a nation; rather, it is the traditional ways of seeing Spain from both the centre and the periphery that are being challenged. The Reinvention of Spain examines the ways in which Spanish and regional identities are projected and how influence the external actions of the Spanish state. It also analyses the dynamic of comparative grievance and competition between regions deriving from the peculiar architecture of the state in Spain, and their effect on social and political cohesion. Finally, it examines scenarios of change that might foster solutions but asserts that Spain will continue to reinvent itself.

The authors focus on the election of local, trade union and national representatives, the work of the first Spanish sociologists, the struggle over administrative reform, the role of the media and the intellectuals, as well as the evolution of the dictatorships political class and its response to the regimes decline. Not only are the politics of the late dictatorship scrutinised, but also the mechanisms that were deployed to control the fast-changing society of the 1960s and 1970s. In examining the late Franco period, the contributors do not believe that it contained the seeds of Spains later democratisation, but maintain that certain sectorial regime initiatives -- electoral and political changes, an evolving discourse and an interest in political processes outside Spain -- made many Spaniards aware of the dictatorships contradictions and limitations, thereby encouraging its subsequent political and social evolution. This transformation is compared with the latter stages of the parallel dictatorship in Portugal. The great majority of Spaniards felt that the embrace of democratic freedoms and integration into the European Community was the only way forward during the Transition. But the shift from dictatorship to democracy from the 1960s onwards in Spain needs to be understood in relation to the multitude of political and social changes that took place -- despite the opposition of Franco and the bunker mentality of the regime. These changes manifested in a complex interaction between internal and external factors, which eventually resulted in the transformation of Spanish society itself.

Ever since Chile's military coup of 11 September 1973, whether inside the country or in exile, filmmakers have passionately and incessantly documented, created, and reenacted memories from this traumatic event and its aftermath. (Un)veiling Bodies analyses the rich landscape of Chilean documentary during the first two decades after the restoration of civilian rule in 1990. Ramírez-Soto proposes a trajectory that shifts from revealing the bodies of direct victims to unveiling the body of the film itself. This is a journey deeply intertwined with the country's own democratic transition. Informed by the affective turn in film studies, this book offers a novel approach to this largely unexplored field of Chilean cinema by arguing that these heterogeneous works shift from a 'cinema of the affected' to a 'cinema of affect'. By doing so, these documentaries contribute to Chilean society's own restoration of the senses. Elizabeth Ramírez-Soto is Assistant Professor in the School of Cinema at San Francisco State University. Her articles have appeared in Quarterly Review of Film and Video, Rethinking History, and Journal of Latin American Cultural Studies.
