Book excerpt: When Poland and Ukraine introduced their political, social and economic system reforms at the beginning of the 1990s, both economies were at a similar level of economic development (GDP $9,500 per capita). However, in 2018, Ukrainian GDP per capita had remained at the same levels since 1991, while in Poland, it had increased significantly, to more than $27,000 per capita. This book assesses the reasons for the growing gap between the level of economic development in Ukraine and Poland. It examines the course of events and evaluates the effectiveness of the system transformations, both in the context of the economy, as a whole, and in individual regions (Polish ‘voivodeships’ (provinces) and Ukrainian ‘oblasts’). It also analyzes the consequences of the 2008–2009 Ukrainian-Russian gas conflict and 2013–2014 Euromaidan events for the Ukrainian economy. Additionally, the authors offer an insight into the migration movements, which have recently been observed in Poland and Ukraine. This is the first comprehensive, comparative analysis concerning the spatial diversification of economic development in these two countries, and the authors highlight the ways in which these reforms have proved effective in Poland and hardly effective in Ukraine. This analysis helps to identify the basic interrelations between the core macroeconomic variables at the regional level and the impact of political events from both a national and regional perspective. Book excerpt: The smaller countries of Western Europe have a reputation for being more successful than their larger neighbours. They are wealthier per capita, they are more stable politically, and they are more flexible economically. The secret to this success lies in their consensual style of politics and their corporatist style of decision-making. Unfortunately, however, that may be about to change. A political transformation underway in small states is undermining the politics of consensus and breakdown the effectiveness of corporatist institutions. Small countries are becoming increasingly vulnerable to the vicissitudes of world markets as a result. Belgium and the Netherlands offer clear examples of the problem at hand. The political societies of both countries were tightly organized to avoid conflict and to promote consensus. Over time, however, this tight organization has broken down, politicians have opted for conflict over consensus, and elections have become more volatile as a result. In turn, this political transformation of Belgium and the Netherlands has undermined their traditional approach to economic policymaking and economic adjustment. Belgium and the Netherlands are now more vulnerable to world market forces than at any time since the end of the 1970s. Their relative economic and political success can no longer be taken for granted. The relative success of other small states should be brought into question as well.

Book excerpt: Janos Kornai The collapse of the socialist system in eastern Europe and the Soviet Union is one of the major events of this century, perhaps the most important of all. The transformation now taking place is without any precedent in history. The original development of capitalism was a process that lasted for centuries. The almost total liquidation of capitalism in the countries ruled by communist parties took place-in historical terms-in a very short period of time, but it was carried out by force and repressive methods. The transformation which has now begun is diverting these countries back onto the path of capitalist development and the hope is that the process will take place much faster than the original emergence of capitalism. And another hope can be expressed: that the governments of these countries will not resort during the process to the arsenal of political violence and repression in order to speed it up. Although the post -socialist transformation is a historically unique phenomenon, some components and features of it show a similarity with other processes or events that took place under other circumstances. Other empires before the Soviet empire collapsed. The political structures of other countries took the path from dictatorship to democracy. Under other conditions, state assets have been privatized, inflation has been curbed, foreign capital has flowed in, new oligopolies have formed, and so on. The uniqueness lies in the new, specific configuration of these component processes and may other phenomena.
