The report represents the first time since the Carter Administration that such a high-level group evaluated U.S. mental health care. The report painted a dismal picture of the nation's mental health system, saying the system was so broken that it was "beyond simple repair." The Commission said that current services focused on "managing disabilities" rather than helping patients achieve a meaningful life in their communities. It also stated that mental health service providers ignored the preferences of consumers and their families. The articles in Transforming Mental Health Services: Implementing the Federal Agenda for Change, originally published between 2006 and 2009 in Psychiatric Services (journal of the American Psychiatric Association), offer recommendations to assist adults with serious mental illness and children with serious emotional disturbances. They include a series of reforms in which the emphasis is on recovery as an achievable goal, and the need for a person-centered orientation in service delivery. There is also discussion of the reasons many service providers resist using a recovery orientation and how this can be remedied. Transforming Mental Health Services: Implementing the Federal Agenda for Change consists of updates of papers written by the Commission's subcommittees addressing issues fundamental to those living with mental illness. It is organized into four sections: The first focuses on the interface between mental health and general health, and on employment, housing, and Medicaid financing. The third includes reports from four states with transformation initiatives designed to ensure that consumers have a strong voice in the development of recovery-oriented services. The final section describes progress five years after the President's Commission Report and concludes with a proposal by the current director of the Center for Mental Health Services for a public health model of mental health care for the 21st century. This compilation of well-researched and well-written articles offers an excellent resource for frontline care providers, facility administrators and advocates. It serves as an equally valuable resource for state policy makers who wish to present a convincing case that change is happening and that the recommendations can be translated into effective policies. Although consumers and their families will receive support for their perception that service providers ignore their needs, they will also be encouraged that change for the better is coming to the U.S. mental health care system.

This book is built around extensive quotes from members of Khulumani Support Group, the apartheid survivors' social movement, and young people growing up in Khulumani families. It shows how these survivors, who bridge the past and the present through their activism, understand and respond to socioeconomic drivers of violence. Pointing to the continuities between apartheid oppression and post-apartheid marginalisation in everyday life, the narratives detail ways in which the democratic dispensation has strengthened barriers to social transformation and helped enable violence. They also present strategies for effecting change through collaboration, dialogue and mutual training and through partnerships with diverse stakeholders that build on local-level knowledge and community-based initiatives. The lens of violence offers new and manageable ways to think about reducing inequality, while the lens of inequality shows that violence is a complex web of causes, pathways and effects that requires a big-picture approach to unravel. Book excerpt: This is the first in-depth historical study of feminist activism against domestic violence in divided Berlin between 1968 and 2002. Starting in the 1970s, feminists in West and then East Berlin campaigned against domestic violence as a key issue of women's inequality. They exposed the harmful gender norms that left women unprotected and vulnerable to abuse in the home and called for this to change. Indeed, domestic violence has been one of the issues most effectively addressed by the women's movement in Germany. Since the first shelter opened in West Berlin in 1976, women's shelters have spread throughout the country, and today up to 45,000 women a year turn to emergency housing in Germany, with many more accessing helplines and crisis centres. Situating domestic violence activism within a broader history of feminism in post-war Germany, Feminist Transformations traces the evolution of this movement both across political division and reunification and from grassroots campaign to established, professionalised social service. In doing so, it brings the histories of feminism in East and West Berlin together for the first time and explores how feminism successfully changed women's rights in Germany. But it also asks what popular and political support for domestic violence activism has meant for feminism and the advancement of women's rights more broadly. Examining the trajectory of feminism in Germany, Jane Freeland reveals the limitations of gender equality as advancements in women's rights were often built on the reassertion of patriarchal gender roles.
