Book excerpt: This book examines the impact of the COVID-19 pandemic on changing labour markets and accelerating digitalisation of the workplace in Central and Eastern Europe. It provides an innovative and enriching take on the work experience from the pandemic times and discusses the challenges of ongoing changes in labour markets and workplaces in a way that is not covered by the extant literature. The impact of the COVID-19 pandemic and digitalisation on labour market outcomes is analysed throughout 12 chapters, by 34 labour market experts from various CEE countries. Most chapters are based on empirical methods yet are presented in an easy-to-follow way to make the book also accessible for a non-scientific audience. The volume addresses the three key goals: to better understand the impact of the COVID-19 pandemic on the adoption of workplace digitalisation in the selected labour markets in CEE countries and the potential trade-offs facing those who do and do not have access to this benefit to complement the labour market research by incorporating the outputs of changing demand for skills to contribute new insight into policies and regulations that govern the future of work The book argues that the recent COVID-19 pandemic was a sombre reminder of the relevance and necessity of digital technology for a variety of sectors and market activities. It concludes that to downside the risks of vanishing jobs, as well as to minimise the threats and maximise the opportunities of digitalisation in CEE countries, labour market partners need to consider an effective governance tool in terms of inclusive access to the digital environment, re-skilling, and balanced regulations of the more problematic facets of digital work. The book will be of interest to postgraduate researchers and academics in the fields of labour economics, regional economics, and macroeconomics. Additionally, due to the broader policy implications of the topic, the book will appeal to policymakers and experts interested in labour economics. Book excerpt: While the level of disparities across regions in 10 advanced European economies studied in this paper mostly reflects productivity gaps, the increase since the Great Recession has resulted from diverging unemployment rates. Following the pandemic, this could be further exacerbated given teleworkability rates are lower in poorer regions than in high-income regions, making them ex-ante more vulnerable to the pandemic’s likely material impact on the prevalence of remote work. Preliminary evidence from 2020 confirms that regional disparities between countries increased during 2020. A further concern is that the pandemic might accelerate the automation of jobs across Europe, something which often happens following recessions. While lagging regions have lower ex-ante vulnerabilities against the routinization, the transformation of jobs through sectors with higher routinization rates in these regions could increase their vulnerability to technological change over time. The green transition could also lead to challenges for regions that have benefitted from carbon-intensive growth strategies. Finally, the paper discusses the role for policies—including placed-based ones—in reducing disparities in the face of the aforementioned short, medium, and long-term risks.

Book excerpt: Employment responses to the COVID-19 crisis differed widely across German local labour markets at the beginning of the pandemic, with differences in short-time work rates of up to 20 percentage points. We show that digital capital, and to a lesser extent working-from-home, were essential for the resilience of local labour markets. Using an empirical strategy that combines a difference-in-differences approach with propensity score weighting, we find that local exposure to digital capital reduced short-time work usage by up to 4 percentage points and the effect lasted for about 8 months. Working-from-home potential lowered short-time work rates, but only in local labour markets exposed to digital capital, and in the first four months of the pandemic when a strict lockdown was in place. Differences in unemployment rates across local labour markets were at most 2 percentage points and did not depend on digital capital or working-from-home potential.

Book excerpt: Within the past decades, employment precariousness has emerged as an alarming phenomenon afflicting labor markets across Europe. While the spread of job insecurity can be traced to specific mechanisms and processes triggered by recent macroeconomic developments, evidence shows how mainstream practices in labor market policy hold some clear responsibilities. Policy prescriptions forwarded by the economic analysis of dominant politicaleconomic paradigms have been consistently prioritizing objectives of flexibility and competitiveness as a way to secure growth and employment, yet this strategy proved to be the source of lower quality and more uncertain jobs for wider shares of the workforce, with a higher incidence among the lower skilled. After having documented and further contextualized these labor market issues, the present research will investigate whether the unprecedented social challenges brought by the Covid-19 pandemic were met by the European Commission with an innovative approach to active labor market management. Our findings suggest that the proposal by the Commission of a policy strategy centered on upskilling and reskilling through training schemes might not break with past trends of precariousness. Specifically, as in the case of flexicurity, the attempt to achieve win-win solutions in different, and possibly contrasting, policy agendas - in this case the upskilling of highly qualified technicians and the reskilling and relocation of displaced workers - configures as an effective focus for political agreement, while numerous unaddressed barriers prevent the achievement of real change.

Book excerpt: This study uses evidence from World Bank enterprise surveys of a sample of firms from six countries in Southern Europe. It examines the early evidence of the effects of Covid-19 on labour markets. The evidence and the analysis are provided at a time when the pandemic is still in progress. The future progress of Covid-19 and government containment measures is uncertain, and the full economic consequences will probably continue to emerge after the end of the pandemic. The full extent of the impact on labour will probably not be the first of these. Nonetheless the possibility of learning lessons from the early stages of the pandemic is sufficiently important to make the exercise valuable. The study suggests that, despite efforts to support firms and hoard labour, there is a prospect of a significant number of firm closures with a consequent loss of employment. Temporary firm closures also represent a substantial loss of labour weeks. These are partly related to a significant number of workers subject to furloughs. Both temporary closures and furloughs impose costs that will be borne by firms, workers and government. The effects of Covid-19 on firms differ across sectors. Adverse effects tend to be higher in hospitality, non-essential retail and travel. A degree of gender segregation means that these are sectors with a high proportion of female workers and, in consequence, most of the countries in the sample exhibit an early decline of the share of women in employment. That many firms lack the capacity to survive further temporary closures of a similar duration to those in the earlier stages emphasises that the support provided in the near future is of critical importance to control employment losses through permanent firm closures.
