Book excerpt: The American military establishment is intimately tied to its technology, although the nature of those ties has varied enormously from service to service. The air force evokes images of pilots operating hightech weapons systems, striking precisely from out of the blue to lay waste to enemy installations. The fundamental icon for the Marine Corps is a wave of riflemen hitting the beaches from rugged landing craft and slogging their way ashore under enemy fire. How did these very different relationships with technology develop? During the interwar years, from 1920 to 1940, leaders from the Army Air Corps and the Marine Corps recreated their agencies based on visions of new military technologies. In War Machines, Timothy Moy examines these recreations and explores how factors such as bureaucratic pressure, institutional culture, and America's technological enthusiasm shaped these leaders' choices. The very existence of the Army Air Corps was based on a new technology, the airplane. As the Air Corps was forced to compete for money and other resources during the years after World War I, Air Corps leaders carved out a military niche based on hightech precision bombing. The Marine Corps focused on amphibious, firstwave assault using sturdy, graceless, and easytoproduce landing craft. Moy's astute analysis makes it clear that studying the processes that shaped the Army Air Corps and Marine Corps is fundamental to our understanding of technology and the military at the beginning of the twentyfirst century.

But to think through the complex human phenomenon of technology we must tackle philosophy of science, philosophy of culture, moral issues, comparative civilizational studies, and the economics of specific industrial and military technologies in their historical contexts. The philoso pher wants to grasp the technological factor in this troubled world, even as we see it is only one factor, and that it does not speak openly for itself. Put directly, our human troubles to a considerable extent have been transformed, exaggerated, distorted, even degraded, perhaps transcended, by what engi neers and scientists, entrepreneurs and politicians, have wrought. But our problems are ancient, problems of dominations, struggles, survival, values in conflict, greed and insane sadisms. To get some conceptual light on the social reality which seems immediately to be so complicated, a philosopher will need to learn from the historians of technology. A few years ago, the philosopher Elisabeth Straker concluded that "a his torical philosophy of technology [is required] since history - and history alone - provides all those concepts that form part of the repertoire of the philosoph ical analysis of technology". And she added that this goes far beyond the triviality that like other cultural achievements technology has its historical development. Now historical comprehension is no substitute for a logical methodology in the analysis of technological problems.

Explicitly, ARL's mission is to "Discover, innovate, and transition science and technology to ensure dominant strategic land power"; to achieve these goals, the laboratory maintains a broad-based, multidisciplinary technical portfolio dedicated to fundamental research to support the Army's strategic land power dominance through new and greatly improved methodologies, techniques, and materials. Founded on the tenets of discovery, innovation, and transition, ARL drives opportunities in power projection, information, lethality & protection, and Soldier performance for the Army of 2030 and beyond using a framework of eight S&T Campaigns - a systematic course of aggressive science and technology activities envisioned to lead to enhanced land power capabilities in the deep future. These S&T Campaigns - in Extramural Basic Research; Computational Sciences; Materials Research; Sciences-for-Maneuver; Information Sciences; Sciences-for-Lethality & Protection; Human Sciences; and Assessment & Analysis - operate in concert to provide ARL with a robust technological foundation to execute its mission. More, each of these S&T Campaigns is designed to explore, better understand, mature, and exploit S&T developments leading to Power Projection Superiority, Information Supremacy, Lethality & Protection Superiority, and Soldier Performance Augmentation that are essential to the future Army. ARL's Extramural Basic Research Campaign is focused on identifying, forming, driving, and transitioning innovative research discoveries in the Physical Sciences, Information Sciences, Life Sciences, and Engineering Sciences that are critical to the U.S. Army's future technological superiority. This campaign concentrates on high-risk and high-payoff transformational basic research that is expected to have revolutionary impacts on the Army's warfighting capabilities. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force.
