Book excerpt: Army Transformation and wider operational demands are placing increased demands on Army training and The Army School System (TASS), which is responsible for the vast majority of institutional training in both the Active Component (AC) and Reserve Component (RC). This report identifies policies and options for increasing TASS's contribution to Army readiness while improving the integration of the AC and RC training systems. The study recommends, first, that TASS adopt private sector practices, organizational models, and technologies to improve its approach for developing interactive media instruction (IMI) training (a key form of future training). The study also recommends that TASS expand its training delivery options by developing a more effective local training system to conduct selected courses and support other unit training needs. Finally, TASS should seek to leverage available training resources to improve integration of AC-RC training institutions and provide additional training options. Suggestions are presented for three potential pilot studies-low-cost demonstration projects-that would help assess the costs and tradeoffs involved in the overall change strategy.

Book excerpt: For some time, the U.S. Army has recognized persistent problems in its extensive system of schools that provide technical and leadership training for the Reserve Components (RC)-the U.S. Army Reserve (USAR) and the Army National Guard (ARNG). To respond to these concerns, the Army (beginning in FY94) initiated a test of a 'prototype' regional school system in the southeastern United States for achieving consolidations and improving training standards, which, among other things, served as a foundation for a longer-term goal-establishing a cohesive and efficient Total Army School System (TASS) of fully accredited and integrated schools to serve all Army components. Given the magnitude of change envisioned for the TASS, RAND's Arroyo Center was asked to independently and objectively assess the operation of the RC school system, including the TASS concept. This documented briefing provides a baseline description of the RC training system in terms of three key assessment areas: (1) training requirements and school production; (2) quality of training; and (3) resources and costs. It also describes how the prototype may affect the range of problems described by the data.

Book excerpt: The United States Army operates an extensive system of schools and centers that provide military education and training to soldiers in the Active Component and the two Reserve Components, the U.S. Army National Guard and the U.S. Army Reserve. This system includes Reserve Component (RC) training institutions that provide reclassification training for enlisted personnel who change military occupational specialties and leader training for both commissioned and noncommissioned officers. As the result of an assessment conducted in the early 1990s, the Army and other agencies concluded that the Reserve Component training system was inefficient and difficult to manage and that the quality of training was inconsistent. Concurrently, defense downsizing and resource reductions were making it necessary to shrink the training infrastructure and reduce training costs.

Book excerpt: This study seeks to help the Army identify options to improve its future (i.e., circa 2016) training strategies for Brigade Combat Teams (BCTs) equipped with Future Combat System (FCS) technologies. Key findings are that live training will need to remain at the core of training programs for FCS units, and that adaptation to changing operational requirements will be a primary training challenge. Overall, the findings indicate that planned training enhancements can provide important improvements across a wide spectrum; however, the overall training capability achieved will likely be less than that needed to meet future training requirements. Unit time, the potential for technological advancement, and training budgets were found to be key constraints. While the study stresses greater emphasis on training manpower support in battle command training as the Army's best chance for significant near-term improvement, it concludes that longer-term improvement will depend on how closely the Army monitors and manages its enhancement programs. The process of shaping and balancing future training enhancements, for example, would benefit from better information and improved evaluative capabilities. These changes would be further enhanced by developing better metrics for the quality, quantity, and adaptability of training, by continuing to improve spiral development processes to evolve training methods and means, and by improving the visibility of financial information across training categories.

If the Army has faced a similar situation, the monograph seeks to highlight the mistakes to avoid and lessons learned that can be applied today in order to improve the 21st Century transformation process. Additionally this monograph seeks to educate the officer corps on the difficulties and complexities of institutional transformation and dispel the natural fear and traditional military resistance to change by articulating the logic of the current Army transformation and the necessity to adapt order to prepare for the uncertainties of the future. This monograph illustrates the nature and challenges of Army transformation since the Civil War. The monograph thoroughly researches and describes four periods of Army transformation. These are the post-Civil War, Pre-WW II, post-Vietnam, and post-Cold War eras. It examines each period's changing security environment, advances in weapons technology, and the political and military culture and types of resistance. The monograph identifies the Army's basic problem or challenge of the period, and explains the Army's method and process implemented to adapt and solve the problem. The monograph also identifies the Army's key individuals that made significant contributions during each transformation. The monograph concludes that the 21st Century transformation is similar to the post Civil War period of change. The way the Army created and used the formal military school system after the Civil War as an intellectual vehicle for enlightenment in how to organize and fight in the Industrial Age is analogous to the 21st Century transformation creating and fielding the interim force in order to understand how to organize, equip, and prepare leaders for war in the Information Age. Both periods were also influenced by the defeat or dissolution of the only major threat to the United States. In both cases, the Army assumed different and unconventional missions shortly afterwards. The monograph recommends that the 21st century transformation campaign place more emphasis on incorporating into the Army's officer professional development program more combat training in urban terrain in order to prepare the officer corps and the force for the variety of uncertain and complex threats of the future.--"Abstract.

Book excerpt: On 12 October 1999, the U.S. Army began a journey down a new path to innovation, when General Eric Shinseki presented his vision of Army Transformation at the 45th annual meeting of the Association of the United States Army. In this speech, General Shinseki described the Army as an organization consisting of heavy forces with excellent staying power but poor strategic responsiveness, light forces with excellent responsiveness but poor staying power, and a logistics system with an excessively large footprint. His proposed solution, a comprehensive change of the Army resulting in full-spectrum dominance and strategic responsiveness, would occur so quickly as to "be unnerving to some." While this prediction has turned out in many ways to be true, it is not necessarily the speed of change that is unnerving to many of the people studying Army Transformation. This study's research question is, "Does Army Transformation embody the concepts of complexity theory as applied to organizational design?" Because Army Transformation lacks a clearly articulated theoretical framework, seeking to develop a Future Force in the absence of a specific operational design and supporting doctrine, the process is subordinated to the whims of Army culture and parochial bias. Complexity science is one possible source of sound theoretical principles that could provide a guiding framework to the transformation process. The study demonstrates that Army Transformation is in conflict with all of the major principles of dynamic systems, complex networks, chaos, and complexity theory. Several recommendations are provided in Chapter six. These recommendations focus on culture, by attempting to influence discourse so that it is at less risk of severe divergence with the reality of the complex world. In order to bring Army Transformation in line with CRP theory, the Army should: (1) facilitate emergence by encouraging the innovative efforts of change agents distributed throughout all levels of the A7.
