Mark R. Scherer’s Imperfect Victories provides a detailed examination of the Omahas’ tenacious efforts to overcome the damaging effects of shifting directions in federal policy during the last fifty years. The Omahas’ struggles are particularly significant because the tribe often bore the initial impact of experimental legislation that would later be implemented nationally. Scherer details the disastrous consequences of postwar federal legislation that transferred control over Indian affairs to state authorities as a precursor to the wholesale termination of Indian tribalism. The legislation brought jurisdictional turmoil to the Omaha reservation and placed the Omahas in chronic conflict with local law enforcement agencies. As the tribe fought to become the first Indian group in the nation to escape the effects of that law through retrocession, they waged equally notable struggles for the redress of past wrongs with the Indian Claims Commission and in the federal courts. Scherer demonstrates that the Omahas’ successes in those campaigns have been at best imperfect victories, coming only after years of hardship and failing to eliminate many underlying tensions and problems.

They are generally supported by the methodology of instance confirmation, tainted by the hostile media effect, and based on simplistic visions of how the news media are organized. Media Bias in Presidential Election Coverage 1948-2008 by Dave D'Alessio, is a revealing analysis that shows the news media have four essential natures: as journalistic entities, businesses, political actors, and property, all of which can act to create news coverage biases, in some cases in opposing directions. By meta-analyzing the results of 99 previous examinations of media coverage of Presidential elections from 1948 to 2008, D'Alessio reveals that coverage has no aggregate partisan bias either way, even though there are small biases in specific realms that are generally insubstantial. Furthermore, while publishers used to control coverage preferences, this practice has become negligible in recent years. Media Bias proves that, at least in terms of Presidential election coverage, The New York Times is not the most liberal paper in America and the Fox News channel is substantially more conservative in news coverage than the broadcast networks. Finally, Media Bias in Presidential Election Coverage 1948-2008 predicts that no amount of evidence will cause political candidates to cease complaining about bias because such accusations have both strategic potential in campaigns and an undeniable utility in ego defense.

This was the last piece of advice on a list Will Thurmond gave his son Strom in 1923. The younger Thurmond would keep the words in mind throughout his long and colorful career as one of the South's last race-baiting demagogues and as a national power broker who, along with Barry Goldwater and Ronald Reagan, was a major figure in modern conservative politics. But as the historian Joseph Crespino demonstrates in Strom Thurmond's America, the late South Carolina senator followed only part of his father's counsel. Political skill was the key to Thurmond's many successes; a consummate opportunist, he had less use for integrity. He was a thoroughgoing racist—he is best remembered today for his twenty-four-hour filibuster in opposition to the Civil Rights Act of 1957—but he fathered an illegitimate black daughter whose existence he did not publicly acknowledge during his lifetime.
