Water is needed for drinking, household, irrigation, hydro-energy, fishing, navigation, tourism as well as many other purposes, and unfortunately, it cannot meet all needs simultaneously. The satisfaction of one need often impedes the others. In this regard, transboundary river basins often create challenges among states by leading them to negotiate in asymmetric relations.This book is an attempt to address the effectiveness of transboundary water management from a social and political perspective by offering new theoretical underpinnings to understand the success conditions in sharing transboundary water resources. The author focused in the work on three conditions, i.e. institutional conditions and country specific conditions, as well as conditions of regional integrity level and role of external actors. The proposed conditions were tested on two river basins i.e. the successful one in the example of Orange/Senqu river basin and unsuccessful one in the case of Naryn/Syrdarya river basin.

Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Written by the editor, J.P. Msangi, the chapter describes Namibia’s efforts to ensure management of scarce water. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. The next three chapters offer Namibia-based case studies on impacts of pollution on water treatment; on the effects of anthropogenic activities on water quality and on the effects of water transfers from dams upstream of Von Bach dam. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.

Book excerpt: The challenges facing resource management, including transboundary river basins, have become increasingly complex, requiring more holistic readings of governance processes that encompass a range of formal and informal collaborations between diverse actors. Innovation and transformative governance changes hold potential for addressing the increased complexity and multi-scaled nature of the challenges facing the world's shared rivers. However, significant research gaps exist around this application in practice. This dissertation asks the following questions: Is governance of transboundary waters changing to integrate a more diverse set of actors beyond centralized governments? If so, what is the role of non-central state actors in contributing to innovations and transformative changes to transboundary water governance processes? In working towards answering these questions, the study explores the case of the Columbia River Treaty (North America) and the Lesotho Highlands Water Project (Southern Africa). This study has the following objectives: first, to determine the type of power, albeit conceived from a Euro-western perspective, that non-central state actors mobilize to engage in transboundary water governance processes, and assess if the power these actors mobilize is contributing to changes in governance. Second, to conceptualize the on-going bordering processes for transboundary water governance, and evaluate whether non-central state actors are shaping these processes. And, third, to identify which non-central state actors are involved in transboundary water governance, and examine whether and how these governance systems are becoming more polycentric. This dissertation is composed of five chapters, three of which have been prepared as standalone articles for submission to academic journals. Broadly, the dissertation findings suggest that changes to governance of transboundary waters, away from state-centric processes, may be emerging in some areas, such as the ability of non-central state actors to exercise and mobilize different forms of power to shape water governance processes. Findings illustrate that a clear distinction between international and national processes is no longer sufficient to address transboundary water governance challenges and issues. Further, findings illustrate that some non-central state actors have power and influence in these transboundary water governance processes. However, these insights also highlight that centralized government authority for transboundary waters remains, and evidence of the emergence of polycentric governance systems at the international scale is limited.

The politics of transboundary river basin management sheds light on the challenges concerning sustainable development, water allocation and utilization between sovereign states. Advancing conceptual thinking beyond simplistic analyses of river basins in conflict or cooperation, the author proposes a new analytical framework. The Transboundary Waters Interaction NexuS (TWINS) examines the coexistence of conflict and cooperation in riparian interaction.
