Book excerpt: The theme of this collection is a discussion of the notions of 'norms' and 'standards', which are studied from various different angles, but always in relation to the English language. These terms are to be understood in a very wide sense, allowing discussions of topics such as the norms we orient to in social interaction, the benchmark employed in teaching, or the development of English dialects and varieties over time and space and their relation to the standard language. The collection is organized into three parts, each of which covers an important research field for the study of norms and standards. Part 1 is entitled "English over time and space" and is further divided into three thematic subgroups: standard and non-standard features in English varieties and dialects; research on English standardization processes; and issues of standards and norms in oral production. Part 2 deals with "English usage in non-native contexts," and Part 3 is dedicated to "Issues on politeness and impoliteness." The notions of standards and norms are equally important concepts for historical linguists, sociolinguists with a variationist background, applied linguists, pragmaticians, and discourse analysts.

It examines the genesis of Latin American Spanish, Canadian French and North American English, but concentrates on Australian and South African English, with a particular emphasis on the development of the newest major variety of the language, New Zealand English. Peter Trudgill argues that the linguistic growth of these new varieties of English was essentially deterministic, in the sense that their phonologies are the predictable outcome of the mixture of dialects taken from the British Isles to the Southern Hemisphere in the 19th century. These varieties are similar to one another, not because of historical connections between them, but because they were formed out of similar mixtures according to the same principles. A key argument is that social factors such as social status, prestige and stigma played no role in the early years of colonial dialect development, and that the 'work' of colonial new-dialect formation was carried out by children over a period of two generations. The book also uses insights derived from the study of early forms of these colonial dialects to shed light back on the nature of 19th-century English in the British Isles.

Long hours were worked in insanitary and murky workshops, often with little regard to the effects upon the workpeople who were considered to be expendable. Now, however, these adverse conditions have been recognized and so remedied that there remains little in industrial conditions to disturb the public conscience. This does not mean that conditions of work in office or factory are perfect. The obvious and dramatic abuses of the human frame may have gone, but in their place have arisen stresses and strains which, taking effect only in the long term, are generally undramatic and often unrecognized. They exist none the less. No organized effort to study the effect of working conditions on man's performance was made until the end of World War I, when the Industrial Fatigue Research Board was set up. For the first time, men trained in the human sciences entered industry to study men at work. They made con tributions which set a new standard of scientific investigation into human performance and allowed executive action on the basis of evidence rather than of hunch. The Board's work differed from the contribution of Gilbreth in America in that the principles of Motion Study which he developed were, to a large extent, based on intelligent observation rather than controlled experiment. During the 1920S the National Institute of Industrial Psychology was founded and there was close collaboration between it and the I.F.R.B.

This book is written for those interested in the character, causes, and consequences of governance within the state. The book argues that jurisdictional design is shaped by the functional pressures that arise from the logic of scale in providing public goods and by the preferences that people have regarding self-government. The first has to do with the character of the public goods provided by government: their scale economies, externalities, and informational asymmetries. The second has to do with how people conceive and construct the groups to which they feel themselves belonging. In this book, the authors demonstrate that scale and community are principles that can help explain some basic features of governance, including the growth of multiple tiers over the past six decades, how jurisdictions are designed, why governance within the state has become differentiated, and the extent to which regions exert authority.
