This book provides an in-depth analysis of the development of international large-scale assessments. The lives and achievements of transnational educational experts who paved the way for these assessments are discussed as well as the rise of institutions specialising in the making and managing of educational statistics such as the International Association for the Evaluation of Educational Achievements (IEA) and the Programme for International Student Assessment (PISA) supported by the Organisation for Economic Cooperation and Development (OECD). Emerging transnational policy spaces and their effect on national education policy are also problematised using the concept of ‘Europeanisation’ as a theoretical reference. By bringing together historical and contemporary comparisons using different methodological approaches the goal of this book is to contribute to a widened understanding of educational policy-making as an open-ended and complex process that cannot be reduced to a rational process of linear implementation, or a deduction of world models of education. Instead the result of this book shows that transnational policy flows in many directions in European education today and is being negotiated, translated, interpreted or even contested when recontextualised in different national and/or local arenas. This book addresses crucial questions on how the landscape and its borders of educational knowledge and policy-making have changed over time and place and how the map is currently redrawn in the contemporary globalised educational context. Given this convergence of educational and governmental activity, the studies presented here are a significant departure from conventional discourse on reform, because they explore the ways that social regulation and political power operate through the processes of educational reform. This book considers the reform of teacher education to be an integral part of the larger system of social regulation that takes place in the arena of schooling. Reforms in teacher education involve complex sets of interactions among and within social institutions. These interactions help shape power relations and patterns of social regulation that operate through state, university, and school interactions. Nevertheless, the patterns that give direction and value to teacher education are not easily discerned in public discussions of educational change. Instead, many of the most important regulatory aspects of teacher education reform are partly obscured by a public discourse that focuses attention on formal responses to socioeconomic events, and that tends to divert critical attention away from the power that is exercised—and the interests that are served—during reform. This volume presents studies of reform in Australia, Finland, Iceland, Portugal, Spain, Sweden, the United Kingdom, and the United States. Although these countries differ in their political and social histories, rates and levels of industrialization, and patterns of educational practice, there is a striking commonality in both the strategies that are employed to reform teacher education, and in the nature of social regulation that is a concomitant of reform.

Norway is a country built on social democratic values, safely situated in one of the northern most corners of the world. During the last ten years or so, the national educational system has been challenged and adjusted to be compatible with international educational trends and expectations. This has brought Norway one step closer to more internationalized and globalized educational approaches, which is clearly shown in this volume. The major themes in this volume serve to highlight this trend with a focus on issues such as achievement goals, motivation and innovation, digital tools and technology in education and new ways of teaching and learning, which include a focus on issues concerning diversity and democracy. The editors and the authors have been collaborating since they first started out as PhD students roughly ten years ago. In this volume, the ambition is to bring together the expertise from this period, and to highlight the contribution to research conducted at the Institute. Elisabeth Bjørnestad lives and works in Oslo, where she is an Associate Professor in Teacher Education and Early Childhood Education and Care at Oslo and Akershus University College of Applied Sciences. Janicke Heldal Stray is also working and living in Oslo, and is an Associate Professor at the Norwegian School of Theology.
