Contributors to this omnibus volume analyse the 'room for maneuvering' available to national and EU economic and social policies under the conditions of the Economic and Monetary Union (EMU). They explore the possibilities for European coordination and discuss the tasks of employers’ associations and labour unions on the national and EU level in wage, employment and macroeconomic policies. Section 1 of the book deals with the strengths and weaknesses of the EU in the context of global competition. In spite of national differences, many of the EU member countries share important characteristics. Section 2 addresses the need for and the feasibility of policy coordination in the EMU. With the start of the EMU, wage policy will have to bear the main burden of absorbing asymmetrical economic shocks. The authors from the DIW argue that a wage policy favourable to economic growth, employment and convergence has to be guided by the inflation target set by the European Central Bank (ECB) and by the long-term increase of productivity in individual countries. A precondition for this kind of wage policy is coordination between the main actors of EU economic policy (ECB, EcoFin, social partners).

Book excerpt: In countries where collective bargaining is conducted mainly at the industry or regional level, there is often a type of workers representation at the company or establishment level other than a labor union. Where this double form of worker representation that is, labor unions and employee representatives exists, the relationship between the two can present a delicate problem in industrial relations. Decentralizing Industrial Relations is an in-depth country-by-country analysis, for nine major industrial nations, of three essential topics in this area: the relationship between labor unions and employee representatives, the shift in collective bargaining from industry or branch towards the company or establishment level, and the role of labor unions or employee representatives in the flexibilization of labor protective regulations. What emerges in the course of the analysis sheds important light on such crucial factors as the following: the political power of labor unions; the extent to which employee representatives can and do protect workers interests; `single-channel (labor unions only) versus `double-channel systems; invasion of the `turf of labor unions by employee representation systems; and inclusion of disadvantageous working conditions in collective agreements or workplace agreements. In the aggregate, the study finds that, although employers are nowhere completely free to modify working conditions unilaterally, in all countries they can, abetted by the decline of labor unions and an emphasis on `flexibilization, make working conditions increasingly dependent on the individual employment contract. In this global context, the supremacy of labor unions is being questioned. This issue is undoubtedly one that deeply concerns all professionals interested in labor, employment, and industrial relations. In this context, this book looks at one of the most exciting strands of this research in the late twentieth century: the flexible specialisation research programme (FSRP). Drawing on the history of ideas, discourse, and literature on capitalism of the last four decades, this book shows that although ‘flexible specialisation’ anticipated some of the ways in which capitalism was being transformed in the late twentieth century, they underestimated and failed to anticipate the forms of ‘creative destruction’ and corporate digital control which were becoming embedded in the global capitalist accumulation dynamic itself. The sudden disappearance of the Soviet Union and the ‘end of history’ failed to open up the pathway for new forms of modern social democracy but gave rise instead to the new digital Behemoths. Today, the classical tendencies of capitalism as anticipated by Marx are all too present and, despite talk of ‘post-capitalism’ and ‘digital/techno-feudalism’, the landscape of monopolyfinance capital has consolidated itself. The book counterposes the FSRP with the various Marxist interpretations of the capitalist transition, together with the wider social and economic theories that emerged in the first decades for the twenty-first century around, for example, the ‘great acceleration’, de-growth, and post-growth. This book will be of interest to all readers concerned with heterodox political economy, critical social theory, intellectual history, and, above all, the prospects for social transformation leading to social justice and an ‘egalitarian enlightenment’.
