Book excerpt: There is a proliferation of large number of Regional Trade Agreements (RTAs) in world trading system in the recent past. Realising the importance of East Asia in the emerging global economic order, India signed a FTA with ASEAN which came in to force from 1st January 2010. India - ASEAN FTA in trade in goods envisages reduction and elimination of tariffs in 89.34 percent of the product lines and the remaining 10.66 percent product lines are kept outside the ambit of tariff reduction in the negative list. For any Regional Trade Agreement (RTA) to be successful, it is imperative on partner countries to have favourable trade structure between them. Countries which got complementary trade structure are likely to trade more where as economies with similar trade structure often struggle to improve trade share unless there is substantial intra industry trade. Manufacturing sector is very important for India as it provides value added products and employment opportunities to the people. In this context, the paper looked in to the trade structure of India and ASEAN countries on the manufacturing sector to identify complementary sectors and product groups for enhanced trade cooperation. Revealed Symmetric Comparative Index (RSCA) is constructed at three levels namely product group, HS-2 and HS-4 to get trade complementarity and Similarity. From the analysis it is revealed that there are complementary products available in the manufacturing sector for greater cooperation between India and ASEAN.

The deepening of ties in mutually beneficial trade between India and ASEAN nations is reflected in the continued buoyancy in trade figures recently ($ 142 billion in 2018- 19). This paper tries to shed some light on the most recent trends and patterns in the trade scenario between India and ASEAN-5 nations (inter-industry as well as intraindustry). Here, the five original members of ASEAN are considered (i.e. Indonesia, Malaysia, Philippines, Singapore, and Thailand which also are the largest economies among ASEAN members. The status of trade among these countries is important because there has been increase in total trade among these countries recently. Many reports and surveys have confirmed a potential increase in economic integration in future which will contribute to economic growth in these regions. Furthermore, the Revealed Comparative advantage (RCA) index is constructed for the commodities in which simultaneous imports and exports has been taking place during the study period that is 2000-2017. The RCA index gives the result whether a country has a comparative advantage in the production of a certain commodity or not. The study seeks to answer the research question whether the level of intra-industry trade increase when a country has revealed comparative advantage in case of the production of certain commodities?

We don't know yet. The literature on regionalism versus multilateralism is growing as economists and political scientists grapple with the question of whether regional integration arrangements are good or bad for the multilateral system. Are regional integration arrangements building blocks or stumbling blocks, in Jagdish Bhagwati's phrase, or stepping stones toward multilateralism? As economists worry about the ability of the World Trade Organization to maintain the GATT's unsteady yet distinct momentum toward liberalism, and as they contemplate the emergence of world-scale regional integration arrangements (the EU, NAFTA, FTAA, APEC, and, possibly, TAFTA), the question has never been more pressing. Winters switches the focus from the immediate consequences of regionalism for the economic welfare of the integrating partners to the question of whether it sets up forces that encourage or discourage evolution toward globally freer trade. The answer is, We don't know yet. One can build models that suggest either conclusion, but these models are still so abstract that they should be viewed as parables rather than sources of testable predictions. Winters offers conclusions about research strategy as well as about the world we live in. Among the conclusions he reaches: * Since we value multilateralism, we had better work out what it means and, if it means different things to different people, make sure to identify the sense in which we are using the term. * Sector-specific lobbies are a danger if regionalism is permitted because they tend to stop blocs from moving all the way to global free trade. In the presence of lobbies, trade diversion is good politics even if it is bad economics. * Regionalism's direct effect on multilateralism is important, but possibly more so is the indirect effect it has by changing the ways in which groups of countries interact and respond to shocks in the world economy. * Regionalism, by allowing stronger internalization of the gains from trade liberalization, seems likely to facilitate freer trade when it is initially highly restricted. * The possibility of regionalism probably increases the risks of catastrophe in the trading system. The insurance incentives for joining regional arrangements and the existence of shiftable externalities both lead to such a conclusion. So too does the view that regionalism is a means to bring trade partners to the multilateral negotiating table because it is essentially coercive. Using regionalism for this purpose may have been an effective strategy, but it is also risky. This paper - a product of the International Trade Division, International Economics Department - was prepared for a conference on regional integration sponsored by the Centre for Economic Policy Research, La Coru-a, Spain, April 26-27, 1996, and will appear in the conference proceedings.

Book excerpt: This paper aims to provide a better understanding of Myanmar’s agricultural export performance against its competitors in different regions and determine the policy actions for improving Myanmar’s export performance. The normalized revealed comparative advantage (NRCA) index is computed to compare the agricultural competitiveness between Myanmar and its competitors from 2007 to 2016. The results show that: 1) Myanmar’s agricultural export sector enjoys comparative advantage in the global market, but it is not competitive when compared with its major competitors; 2) Myanmar reveals a high level of NRCAs in black gram & pigeon peas, natural rubber, sesame seeds, rice, and frozen fish, while it has low NRCAs in crustaceans and dried fruits; and reveals no comparative advantage in bananas, fish fillets, maize, nuts, and watermelon in certain years. Three major policy implications are drawn, including diversifying Myanmar’s export portfolio, strengthening export promotion and development, and attracting foreign direct investment to upgrade the cross-border value chain.

Book excerpt: This paper analyzes the implication of economic structural change and dietary transformation on changing patterns of agri-food trade among 17 Asian development countries. Sub-regional trade in Central, South, and Southeast Asia is the focus of the paper, along with trade with other partners outside the sub-regions. The paper finds that Asian markets for total agri-food exports and exports of nutritious foods are generally more important than the markets outside of Asia and for many of them, the importance of Asian markets increases over time. While net exporters and importers co-exist in each sub-region, with a few exceptions, sub-regional trade is often less important. Many small countries trade only with one or two large neighbors and less so with each other. The dietary transformation impacts trade in nutritious foods in diverse ways. With income growth, increased domestic demand for nutritious foods seem to lead to more imports of these foods. While many South and Southeast Asian countries have a comparative advantage in exports of some nutritious food products, growth in these exports can be negatively affected by rising domestic demand. Although nutritious food exports continue to play important roles in total agri-food exports, export growth of nutritious food is often slower than overall growth of agri-food exports. The dietary transformation also seems to lead to increases in demand for processed foods which many Asian countries meet through imports, often, accounting for a large component of total agri-food imports. On the other hand, processed foods generally account for a small portion of agri-food exports. However, there are a few countries where processed food export growth is rapid. In these cases, the sub-regional market is expanding, but with few exceptions, it is still less important than trade with countries outside the sub-regions. The paper also finds that agri-food exports and imports are highly concentrated, and a small group of commodities dominate most countries export and import portfolios and remain unchanged over time. The main markets for these important commodities are generally not in the sub-regions and this mismatch between demand and supply of agri-food commodities within sub-region is a natural barrier for promoting regional trade. The modified trade complementary index developed in this paper is based on Michaely (1996) and shows that trade complementarity measures are positively correlated with actual bilateral trade. Small countries tend to enjoy higher levels of complementarity with one or two large trading partners than with other small countries in the same sub-region. This implies that small countries could be better off from bilateral trade arrangements with large partners compared to a regional trade agreement within the sub-region. Because the sub-regional market is oftentimes not large enough to meet large countries’ import demand or consume their export supply, regional trade agreements within sub-regions may be less likely to serve their needs for trade expansion than negotiating with large trading partners outside the sub-regions. While many Asian developing countries’ governments have been pushing for trade diversification and want to reduce export dependencies concentrated on one or two large trading partners, this paper shows the challenges to achieve this policy goal. For small countries, focusing on bilateral trade arrangements with their dominant trading partners seems to be a more practical and effective strategy than regional trade agreements within sub-regions. Long-term trade arrangements, consistent trade policies, and various preferential trade arrangements should be pursued by small countries with their larger trading partners to promote agri-food exports.

Book excerpt: China and India's spectacular economic rise over the last two decades has accelerated their trade and investment flows with the Middle East and North Africa (MENA), particularly with the oil-producing countries. And while these flows are still small, China and India's presence in the region is on the rise. This report focuses on the following questions: what have been evolution and the impact of MENA's trade and investment relations with China and India? what actions can be taken to maximize the benefits from these relations and to enhance MENA's international integration? The main findings indicate that the region as a whole has benefited from the rise of China and India in terms of better terms of trade, significant increases in oil and gas exports, and cheaper imports. However, producers of industrial goods have been negatively-and in a few cases severely-affected by competition with the two Asian countries in both third and domestic markets. While China and India are investing more in MENA, they are contributing very little to job creation or to the transfer and diffusion of technology. Faster growth in the two Asian countries-and the associated higher demand for energy-will increase revenues from oil and the difficult choices associated with their management. For the labor-abundant, non oil-producing countries, competition with China and India will increase. But the lack of competitive manufacturing industries and services, the insufficient attention given in the past to building technological capabilities and promoting openness and entrepreneurship are constraining their ability to respond to competition. They need to accelerate productivity to tackle unemployment, especially among youth. This may require the broader institutional changes seen in China and India-suggesting the importance of a pragmatic reform agenda that can accelerate productivity, trade, and investment in the region.
