This new TTFA toolkit was developed to meet the growing demand for facilitation and logistics reforms in an environment of increasing global competition and expanded trade in intermediate goods. It reflects practical experience and the change in the nature of demand from developing countries. The TTFA focuses on simplification and harmonization of trade-related procedures and identifies the opportunities for improving logistics services, infrastructure, and the overall performance of specific supply chains. It also outlines practices to develop plans of action with proper interactions with government agencies and stakeholders.

Book excerpt: In Lao People's Democratic Republic (PDR), the value of trade has risen rapidly over the last decade with both imports and exports increasing by average annual rate of 24 percent. This report examines the trade logistics of Lao PDR. A trade and transport facilitation assessment was performed using a standardized toolkit and methodology developed by the World Bank to evaluate the quality of the logistics services. The assessment focused on the services used by these trades and the corridors used by these services. The assessment gave specific attention to two constraints on trade, the location of the country and the size of the trade. The study is organized in three interrelated parts: assessing the performance of the logistics sector; the international trade corridors linking Lao PDR to trade gateways in Thailand; and the supply chains used for distribution of exports. This report is presented in four sections. The first part examines the foreign trade of Lao PDR, the opportunities for growth and the logistics services in the movement of imports and exports between the country and its major gateways. The second section evaluates the performance of the corridors connecting the major origins and destinations in the country and the principal seaport used for international trade. The third section analyses the structure and performance characteristics of the supply chains used for selected trades and the implications for restructuring to support growth in the export trade. The final section presents a series of recommendations for improving the competitiveness of the exports through improvements in the structure of the supply chains, the logistics services used by these supply chains, and the corridors used by these supply chains.

During recent years, the TFA has been consistently on the agenda of the summits of G20, G7, and APEC. The Agreement has come into force and shall be implemented on a global scale. They enable regions and countries to offer high-capacity transport systems and services that reduce trade and transport costs by creating economies of scale. Regional corridors are particularly important to landlocked countries, often providing the only overland routes to regional and international markets. Despite a long and complex history, guidance is often lacking on how to design, determine the components to include, and analyze the impact of corridor projects. The Trade and Transport Corridor Management Toolkit fills this void. The Toolkit synthesizes the experiences of the World Bank and other development agencies in assessing, designing, implementing, and evaluating the impact of trade and transport corridor projects. It saves project developers the task of looking for the best available tools and ensures greater consistency to facilitate comparison and benchmarking. The Toolkit will also be of immense value to policy makers in provincial and national governments as well as regional economic institutions, for several reasons: • Corridors affect the space economy of countries; they are best developed with clear estimates of the spatial impacts that can be expected. • A corridor system has multiple components, including infrastructure (roads, railways, ports), transport and logistics services, and regulations; it is important to appreciate the linkages between them, particularly as the overall performance of a corridor is determined by the weakest component. • Many parties with varying interests and motivations have a stake in corridor development. The Toolkit argues for their full participation in corridor development processes and operations. The best functioning modern corridors in the world did not happen by accident; they are often the results of coordinated development and cooperation over many years. The general principles outlined in this Toolkit should help project teams, government officials, logistics service providers, and the trade community to better appreciate both the importance of good corridor project design and the challenges of, and possibilities from, improving corridor performance.

Book excerpt: This report describes how Central Asia Regional Economic Cooperation (CAREC) corridor performance measurement and monitoring (CPMM) helps to achieve the objectives of the CAREC Transport and Trade Facilitation Strategy and its Implementation Action Plan. It presents the CPMM methodology and discusses the roles and responsibilities of key stakeholders, especially the private sector. It highlights ongoing efforts to provide accurate and reliable indicators despite the challenges of measuring corridor performance in the CAREC context. The extensive depth of data collected and the richness of information that CPMM has been providing since 2009 supports detailed policy analysis and formulation. Trade facilitation indicators have been developed to inform CAREC's Development Effectiveness Review. These indicators provide a basis of comparison or benchmarking of one location (border crossing point or corridor segment) against another in terms of (i) the efficiency of border management agency policies and procedures in regulating trade, (ii) infrastructure quality, and, in due course, (iii) the quality and performance of trade logistics service providers. The four indicators include the standard measures of time and cost as the main components. Selected corridor performance data are then analyzed to identify the physical and non-physical barriers to trade and transit traffic encountered at specific locations, helping to pinpoint the causes of excessive delays and costs. With this study, ADB underscores the value of CPMM for CAREC countries (and for countries participating in other subregional programs) as they craft policies and consider investments to facilitate trade.
