Book excerpt: Tracking technologies are now ubiquitous and are part of many people’s everyday lives. Large sections of the population voluntarily use devices and apps to track fitness, medical conditions, sleep, vital signs or their own or others’ whereabouts. Governments, health services, immigration and criminal justice agencies increasingly rely upon tracking technologies to monitor individuals’ whereabouts, behaviour, medical conditions and interventions. Despite the human rights concerns of some organisations and individuals, most wearers and their significant others tend to welcome the technologies. This paradox is only one of the many fascinating challenges raised by the widespread use of tracking technologies which are explored in this book. This book critically explores the ethical, legal, social, and technical issues arising from the current and future use of tracking technologies. It provides a unique and wide-ranging discussion, via a cross-disciplinary collection of essays, on issues relating to technological devices and apps whose use is imposed upon wearers or suggested by others, whether agencies or individuals, including in the domains of criminal justice, terrorism, and health and social care. Contributions from leading academics from across social sciences, engineering, computer and data science, philosophy, and health and social care address the diverse uses of tracking technologies including with individuals with dementia, defendants and offenders, individuals with mental health conditions and drug users alongside legal, ethical and normative questions about the appropriate use of these technologies. Child sexual abuse is a small component of the broader category of 'gendered and sexualised violence' which causes significant trauma for victims yet continues to evade conventional approaches to justice. This is evidenced not only by the low number of prosecutions, due mostly to low levels of reporting and evidential difficulties at trial, but also by the failure of the justice system to prevent re-offending, largely due to the limited availability and effectiveness of prison treatment programmes. Following Braithwaite's dichotomy of 'reintegrative' and 'disintegrative' shaming, this book argues that contemporary popular and state-led responses to the risk posed by sex offenders are largely disintegrative in nature. At best, the offender may be labelled, stigmatised and ostracised from the community, while at worst, he may be subjected to violence and vigilante action and ultimately return to offending behaviour. The failure of these retributive responses means there is considerable scope for exploring alternative forms of justice and their potential for improving the outcome for victims, offenders and communities affected by sexual offences. This book examines the controversy of whether restorative justice can be applied to child sexual abuse as one of the most intractable of contemporary societal problems, and if so, what special considerations might apply. Although restorative schemes with sex offenders are in short supply, a few initiatives have developed in Canada and parts of the United States which have effected significant benefits in 'reintegrative shaming.' The book examines whether such ad hoc schemes may be of general application with child sexual abuse and whether they may be implemented on a more holistic basis.

It contrasts two major evaluations of projects for juvenile offenders, one of which was successful and the other less so. The projects, Freagarrach and CueTen, were funded by The Scottish Office and the Scottish Executive. Freagarrach was evaluated over five years from 1995 and CueTen over three years (its entire lifespan) from 1996. This book makes the findings of these projects available to a wider readership, setting them in a wider discursive framework than is appropriate in a government report. The authors identify the factors that made Freagarrach a more successful project than CueTen, arguing that an understanding of these factors is important in drawing general conclusions from the experience of the two projects, and that this is particularly the case because some of these factors have received little attention in recent discussions of 'what works' in community-based programmes for offenders. This is a detailed and thorough study of work with juvenile offenders, which will be of particular value to those interested in less punitive approaches. It will be of interest both to practitioners and to academics in criminology, social policy and social work.
