Bravo and Zapata County, J. Gilberto Quezada delineates Bravo’s political career in the Democratic Party and examines his role in some of the important issues of his day, especially Falcon Dam. During Bravo’s years in office, he worked and corresponded with many Texas and national politicians, including James Allred, Lloyd Bentsen, Kika de la Garza, Ralph Yarborough, and, most prominently, Lyndon Johnson. The association between Bravo and Johnson began with the special Senate election of 1941 and is reflected in the more than fifty letters between the two in Bravo's personal papers. In Johnson's 1948 Senate runoff against Coke Stevenson, voting irregularities were alleged in Zapata County when the election returns from Precinct No. 3 were reported missing. Quezada analyzes the Bravo papers for any evidence that Bravo and Johnson had arranged the disappearance and offers possible alternative explanations. From the 1930s to the 1950s Zapata County was one of six South Texas counties where the Tejano majority dominated local politics and held most public offices. Bravo became known as one of the "Mexican bosses" of South Texas, but Quezada draws a more nuanced picture of bossism than has been presented previously, analyzing the role of influential leading families but looking as well at the degree of economic integration into the state and nation as factors in how bossism developed. Those interested in Mexican-American studies and politics and bossism in South Texas will appreciate the window onto South Texas politics and Tejano culture this biography gives.

Book excerpt: Mexican settlers first came to the valley of the Rio Grande to establish their ranchos in the 1750s. Two centuries later the Great River, dammed in an international effort by the U.S. and Mexican governments to provide flood control and a more dependable water supply, inundated twelve settlements that had been built there. Under the waters of the new Falcón Reservoir lay homes, businesses, churches, and cemeteries abandoned by residents on both sides of the river when the floods of 1953 filled the 115,000-acre area two years ahead of schedule. The Smithsonian Institution, the National Park Service, and the University of Texas at Austin conducted an initial survey of the communities lost to the Falcón Reservoir, but these studies were never completed or fully reported. When architect W. Eugene George came to the area in the 1960s, he found a way of life waiting to be preserved in words, photographs, and drawings. Two subsequent recessions of the reservoir—in 1983–86 and again in 1996–98—gave George new access to one of the settlements, Guerrero Viejo in Mexico. Unfortunately, the receding lake waters also made the village accessible to looters. George’s work, then, was crucial in documenting the indigenous architecture of these villages, both as it existed prior to the flooding and as it remained before it was despoiled by vandals’ hands. Lost Architecture of the Rio Grande Borderlands combines George’s original 1975 Texas Historical Commission report with the information he gleaned during the two low-water periods. This handsome, extended photographic essay casts new light on the architecture and lives of the people of the Texas-Mexico borderlands.

Employing a combination of traditional historical sources and cutting-edge quantitative analyses of county voting returns, Dale Baum painstakingly explores the double collapse of Texas unionism—first as a bulwark against secession in the winter of 1860–1861 and then in the late 1860s as a foundation upon which to build a truly biracial society. By carefully tracing the shifting alliances of voters from one election to the next, Baum charts the dramatic assemblage and subsequent breakup of Sam Houston’s coalition on the eve of the war, evaluates the social and economic bases of voting in the secession referendum, and appraises the extent to which intimidation of anti-secessionists shaped the state’s decision to leave the Union. He also examines the ensuing voting behavior of Confederate Texans and shows precisely how antebellum alignments and issues carried over into the war years. Finally, he describes the impact on the state’s electoral politics brought about by the policies of President Andrew Johnson and by broad programs of revolutionary change under Congressional Reconstruction. Baum presents the most sophisticated examination yet of white voter disfranchisement and apathy under Congressional Reconstruction and of the social and political origins of the state’s Radical Republican “scalawag” constituency.
